As a boy, a reclusive and antisocial Sufferton resident, Max Seed, was disfigured in a school bus crash that killed everyone else involved in it. In 1973, Seed began torturing and murdering people, filming some of his victims starving to death in his locked basement, and ultimately racking up a bodycount of 666. In 1979, Seed is arrested by Detective Matt Bishop in a siege that claims the lives of five of Bishop's fellow officers. Seed is sentenced to death by electric chair, and incarcerated on an island prison, where he is a model inmate, only acting out when he kills three guards who try to rape him.

The story concerns a quiet, clean-cut young insurance agent and Vietnam War veteran named Bobby Thompson (Tim O'Kelly) who murders his young wife, his mother and a grocery delivery boy at home, then goes on an afternoon shooting rampage from atop a San Fernando Valley oil storage tank. Several motorists and passengers are wounded or killed on the nearby freeway. When the police respond and start to close in on him, he flees and takes refuge in a Reseda drive-in theater where aging horror film icon Byron Orlok (Boris Karloff) is about to make a final in-person promotional appearance before retiring from show business. Thompson, perched on the framing inside the screen tower, resumes his killing spree after sunset, randomly shooting theater patrons as they sit in their cars watching the film. In a climactic confrontation, the elderly Orlok slaps the murderer into submission. As the police take him away Thompson remarks with apparent satisfaction that he "hardly ever missed".

The film opens on truck driver Patrick Quid (Stacy Keach) as he pulls into a motel for the night. Quid notices a man in a green van checking in with a female hitchhiker he had passed earlier because the trucking company policy forbids it. Nevertheless, Quid is miffed at the man for taking the last room in the motel and picking up the attractive hitcher. While in post-production on a low-budget exploitation film, Philadelphia sound technician Jack Terry (Travolta) is told by his producer that he needs a more realistic sounding scream and better wind effects. In the end of the 70's, the dysfunctional Kenneth Bianchi lives with his mother and is obsessed with joining the police force. When his application is refused, his mother sends him to Los Angeles to live with his sadistic cousin Angelo Buono. They force two girls from Tucson to work for them, but their competitors destroy their business and steals their money. The frustrated Kenneth and Angelo decide on revenge against a prostitute, and Kenneth strangles her, feeling a great pleasure with her death. The two cousins become addicted to death, initially killing prostitutes and then attacking single women, dumping their bodies on the hill.
