A UN expedition of scientists from different countries come to barren arctic Bear Island, between Svalbard and northern Norway, to study climate change. However, several of them turn out to be more interested in the fact that (according to the film) there was a German U-boat base on the island during World War II. American scientist Frank Lansing (Donald Sutherland) has come because his father was a U-boat commander who died there, and as accidents start to decimate the expedition he begins to realize that some of his colleagues are after a shipment of gold aboard the U-boat that his father commanded.

The movie is filmed in the style of a docudrama. Beginning in the days leading up to D-Day, it concentrates on events on both sides of the channel, such as the Allies waiting for the break in the poor weather and anticipating the reaction of the Axis forces defending northern France. The film pays particular attention to the decision by Gen. A young American bomber pilot Gene Summers (Paul Massie) is selected by Maj. Paul Julius Reuter (Edward G. Robinson) starts a messenger service using homing pigeons to fill a gap in the telegraph network spanning Europe, but has difficulty convincing anyone to subscribe. In 1456, Charles VII (Richard Widmark), experiences dreams in which he is visited by Joan of Arc (Jean Seberg), the former commander of his army, burned at the stake as a heretic twenty-five years earlier. In the dream he tells Joan that her case was retried and her sentence annulled. He recalls how she entered his life as a simple, seventeen-year-old peasant girl; how she heard the voices of Saints Catherine and Margaret telling her that she would lead the French army against the English at the siege of Orléans and be responsible for having the Dauphin crowned king at Rheims cathedral. When Joan arrives at the Dauphin's palace at Chinon she discovers that he is a childish weakling with no interest in fighting. After being tested by the members of the court, who conclude that she is mad, Joan imbues the Dauphin with her belief and fervor and he gives her command of the army.

The story centres on an immense golden bell named The Mother of Voices, which may or may not exist. Moorish king Aly Mansuh (Sidney Poitier) is convinced that it does. Having collected all the legendary material about it that he can, he plans to mount an expedition to search for it. When the shipwrecked Norseman, Rolfe (Richard Widmark), repeats the story of the bell in the marketplace, and hints that he knows its location, he is seized by Mansuh's men and brought in for questioning. Rolfe insists that he does not know and that the bell is only a myth. He manages to escape before the questioning continues under torture.
