Synopsis
This film opens with police officer Jimmy Mercer (Wesley Snipes) and his partner Brady (Dan Hedaya) doing some undercover work, when Mercer's fellow agent is shot and killed by a new man, Ronnie (Viggo Mortensen) that criminal Red Diamond (Dennis Hopper) pulled out of jail. Now on a snap of anger and thoughts of revenge, Mercer wants to find the killer and take him down before he gets transferred to another precinct. Although a cop and close colleague claims over dinner that Mercer must do it "by the book," Mercer replies that "when I'm done with this motherfucker, I'm gonna put him in a box..... by the book.Actors

The American destroyer USS Bedford (DLG-113) detects a Soviet submarine in the GIUK gap near the Greenland coast. (Specifically, they are in Greenland territorial waters at the entrance to the J.C. Jacobsen Fjord, which is due northwest from Iceland.) LAPD detective Sgt. Lloyd Hopkins (Woods) discovers the brutal murder of a young woman. Her body hangs over her bed, and her blood is splattered all over her apartment. Hopkins notices a great deal of feminist literature with titles like Rage in the Womb on her bookshelf. He also sees two classified ads for anonymous sexual encounters. When he returns home, his 8-year old daughter wakes up and begs him for a story. He launches into a profane description of one of his cases, much to the girl's delight. His wife orders him to stop, and they have an argument over the inappropriateness of his stories. Frustrated, he calls up his buddy Dutch Pelz (Durning), and they go on a stakeout, which culminates with Hopkins shooting the suspect. Hopkins asks Dutch to stay at the scene and file the paperwork so that he can take the suspect's voluptuous girlfriend home and have sex with her.

In Upstate New York, a waste management firm loads barrels of toxic waste onto trucks, intending to illegally dispose of them. They are shown heading into a tunnel under the Hudson River between Lower Manhattan and Jersey City, New Jersey along with several other commuters, including struggling playwright Maddy Thompson (Amy Brenneman), some young offenders, a vacationing family, an elderly couple, and a mountain climber named Roy Nord (Viggo Mortensen). Meanwhile, a gang of diamond thieves in a stolen car try to escape the NYPD by racing into the tunnel. The gang force their way through the north tube traffic, spilling the diamonds all over the floor of the car. While a female thief tries to retrieve them, she pushes the gas pedal to the floor, causing the driver to lose control, smashing though a security booth and into one of the trucks, killing them instantly. The waste barrels explode, causing the other trucks to explode and setting off a chain reaction. The tunnel entrances cave in, and a devastating fireball sweeps through the tunnel, incinerating thousands of cars and people.

Four retired mobsters (Richard Dreyfuss, Burt Reynolds, Dan Hedaya and Seymour Cassel) plan one last crime to save their apartment at a retirement home (the owners are forcing them out with a rent increase so that the apartments can be rented to young, affluent South Beach couples). The four steal a corpse from the mortuary to use as the "victim" in a staged murder scene. Unknown to them, the body belonged to the head of a Colombian drug smuggling ring. As a result of the "murder", many of the young renters leave and the four men are given cash and a rent discount by the complex to keep living there. Much of this money is spent on high living and women, which causes a young woman (Jennifer Tilly) to discover that the four men staged the murder - while spending time with the normally-silent "Mouth," he reveals that his mouth is loosened by intimacy with women.
