Synopsis
Au début du film, David Bouchard (Patrick Huard) s'enfuit à bord d'une voiture luxueuse qu'il vient de voler dans un stationnement. Bien qu'il soit poursuivi par deux automobilistes, il rejoint discrètement un garage clandestin, où la voiture sera modifiée. Quelques instants plus tard, des policiers entrent en force dans le garage et Bouchard est confronté à son ancien partenaire, Martin Ward (Colm Feore). Pendant qu'ils se battent, Bouchard explique que le chef du réseau de voleurs est absent du garage. Ward accepte de jouer au prisonnier en contrepartie d'une plus longue explication. Bouchard et Ward s'enfuient, les deux policiers simulant un enlèvement. Près d'un cours d'eau, Ward, officier de la GRC, explique à Bouchard, agent de la Sûreté du Québec, qu'il devient de facto son subalterne. Bouchard conteste, mais plie de crainte de perdre tout soutien. Il rajoute qu'il doit retourner auprès du chef du réseau, mais doit être blessé pour que les criminels croient à son histoire. Ward explique que lui aussi doit montrer des signes de lutte. Chacun inflige donc une blessure à l'autre. Ensuite, les adjoints de Ward se présentent sur les lieux ; Ward explique qu'il doivent agir comme si Bouchard s'était enfui et donc chercher des indices pour satisfaire les journalistes.Actors

In Los Angeles, Billie York (an uncredited Whoopi Goldberg) is murdered by a man dressed as a Wilderness Girl because she possesses a microfilm with the recipe to turn cocaine into Wilderness Girls cookies and she won't hand it over to the ones that seek it. Her former partner, Wes Luger (Samuel L. Jackson), takes the case in an attempt to avenge her death. As part of the terms for letting Luger taking the case, psychotic burned-out narcotics agent Jack Colt (Emilio Estevez) is assigned to the case with Luger. Under the advice of their captain (Frank McRae), they meet Dr. Harold Leacher (F. Murray Abraham) who informs Jack that the case has something to do with General Mortars (William Shatner) under whom Jack had worked during his days in Vietnam. Following Leacher's advice they pursue the villains, however, before the villains are apprehended, Luger must journey into his past to realize the right thing to do.

Reverend Deke O'Malley (Calvin Lockhart) arrives to fanfare at a rally in Harlem. Meanwhile, two Harlem detectives, Gravedigger Jones (Godfrey Cambridge) and "Coffin" Ed Johnson (Raymond St. Jacques) catch a pickpocket, Early Riser, among the crowd and run him off. O'Malley is selling shares in a Back-to-Africa movement ship to be called The Black Beauty. O'Malley agrees to leave as several masked gunman jump out a meat truck and begin shooting. They steal $87,000 in cash from the back of an armored car. O'Malley and two assistants chase the meat truck in the armored car; the detectives chase them both in their car. A bale of cotton falls out of the during the chase. The detectives lose them avoiding some youngsters in the street. Riser is hit by the meat truck while fleeing a pickpocketing attempt, which causes the truck and armored car to crash.

“ Lucifer and his gangsters dress their minibus to resemble a police vehicle, and pose as policemen for a robbery. Police Officer Tsui sensed "criminal intent."
