The screenplay by Ray, Adam Mazer and William Rotko is based on the true story of Robert Hanssen, an FBI agent convicted of spying for the Soviet Union and later Russia for more than two decades, and Eric O'Neill, who worked as his assistant and helped bring about his downfall. O'Neill served as a consultant on the film.
Synopsis
Eric O'Neill (Ryan Phillippe) is a young FBI employee assigned to work undercover as a clerk to Robert Hanssen (Chris Cooper), a senior agent he is told is suspected of being a sexual deviant. Hanssen has been recalled from a detail post at the State Department to FBI headquarters ostensibly to head up a new division specializing in Information Assurance.Actors

At the Bureau of National Security headquarters, BNS Special Agent Alex Scott is accosted by his rival, Carlos, before being briefed on his next mission. Scott is assigned to recover a stolen fighter plane sold to arms dealer Arnold Gundars. The plane is known as the "Switchblade" and is invisible to both radar and the naked eye. The BNS learns that Gundars is sponsoring Middleweight world boxing champion Kelly Robinson's next match, and is using the event to auction off the plane. The agency has contacted Robinson and assigned him to be the civilian cover for Scott's mission. Scott and Robinson travel to Budapest, where Scott plans to penetrate Gundars' compound during a pre-fight party.

U.S. energy giant Connex is losing control of key Middle East oil fields in a kingdom ruled by the al-Subaai family. The emirate's foreign minister, Prince Nasir (Alexander Siddig), has granted natural gas drilling rights to a Chinese company, greatly upsetting the U.S. oil industry and government. To compensate for its decreased production capacity, Connex initiates a shady merger with Killen, a smaller oil company that recently won the drilling rights to key petroleum fields in Kazakhstan. Connex-Killen ranks as the world's twenty-third largest economy, and antitrust regulators at the U.S. Justice Department (DOJ) have misgivings. A Washington, D.C.-based law firm headed by Dean Whiting (Christopher Plummer) is hired to smooth the way for the merger. Bennett Holiday (Jeffrey Wright) is assigned to promote the impression of due diligence to the DOJ, deflecting any allegations of corruption.

In the Mediterranean Sea, Italian fishermen rescue an unconscious American man (Matt Damon) floating adrift with two gunshot wounds in his back. The boat's skipper finds a tiny laser projector surgically implanted under the man's skin at the hip. When activated, it displays the number of a safe deposit box in Zürich. When he regains consciousness, the man discovers he has dissociative (or psychogenic) amnesia. It is soon revealed the amnesia is selective, as the man realizes he knows several languages and advanced combat skills. Much later he remembers fragments of the C.I.A. trauma-based programming which erased and replaced his identity. When the ship docks, he sets off to investigate the deposit box.

In eastern Siberia's Dzhugdzhur Mountains, Dieter Von Cunth and his men take control of the X-5 missile, which is a nuclear warhead. On the other side of the world Col. Jim Faith and Lt. A dissatisfied Navy clerk begins handling secret documents when he is approached by secret Czech intelligence to hand over documents to them.
