The film deals with the border, document fraud and extortion, the asylum and green card process, work-site enforcement, naturalization, the office of counter-terrorism, and the clash of cultures. Crossing Over was written and directed by Wayne Kramer, himself an immigrant from South Africa, and is a remake of his 1995 short film of the same name. Kramer produced the film alongside Frank Marshall.

In Gothenburg a gang of five black teenage boys act out an elaborate scheme for taking the belongings of one Asian and two white teenage boys, in which the blacks play good cop/bad cop (this is previewed a the very start of the film with an earlier theft from two different boys). First they ask the time. When one of the victims checks the time on his mobile phone they claim it looks like the one that was stolen from a brother of one of them. The three boys have to come along to verify this with the brother. At one point the eight have to flee from a gang of adults, and one black and one white boy together get separated from the other six. By phone they find out the location of the others and reunite. Then after some moving around, one boy of the gang wants to quit; the gang leader responds by beating him up and kicking him. The four remaining gang members proceed with the three boys.

Seventeen-year-old Colombian girl María Álvarez works in sweat shop-like conditions at a flower plantation. Perhan lives with his devoted grandmother Khaditza, his lame sister Danira and his dissolute uncle Merdzan. He wants to marry a girl named Azra, but her mother won't allow it, as Perhan is the illegitimate son of a Slovenian soldier who had an affair with Perhan's late mother. Ahmed, the "Gypsy sheik," comes to the village with his brothers. Merdzan loses his clothes playing cards with Ahmed's brothers, and comes home desperate for money so that he can repay. It is raining and not finding any money, he accuses the grandmother of hiding the money from him and lifts the frame of the house up (using a rope and a truck), so that it is suspended in mid-air as the rain comes down on Perhan, his grandmother and Danira. Very soon after, Khaditza is summoned to use her powers to save Ahmed's sick son, Roberto, which Khaditza does. For repayment, she proposes a deal with Ahmed - to pay for Danira's leg to be healed at a hospital in Ljubljana. Perhan goes with Danira, promising his grandmother not to leave her, but Ahmed asks where will he stay and convinces him to go to Milan. At first Perhan wants to make money honestly, but after being dragged through the mud, Perhan begins stealing and squirreling money away in a shack.

Looking for a job Toni goes from Italy to Southern France. A local woman named Marie takes him in as her tenant and becomes his lover. Marino Pacileo is a solitary man living in the Vasto area of Naples, a multiethnic suburb close to the train station. He is nicknamed "Gorbaciof" as, like the Soviet leader, has a port-wine stain on his forehead. Okwe is an illegal Nigerian immigrant to the United Kingdom who drives a cab in London during the day and works at the front desk of a hotel at night. The hotel is staffed with many immigrants, both legal and illegal. Okwe keeps himself awake by chewing khat, an herbal stimulant. A doctor in his home country, he was forced to flee after being falsely accused of murdering his wife. In London, he is pressed into giving medical treatment to other poor immigrants, including fellow cab drivers with venereal diseases. Okwe's friend Guo Yi, an employee at a hospital mortuary, provides him with antibiotics under the table.
