It stars Will Ferrell, Drew Barrymore, Dick Van Dyke, David Cross, Eugene Levy, Joan Plowright, and Frank Welker as the title character. Matthew O'Callaghan directed (after replacing Jun Falkenstein). It features new songs by Jack Johnson. This project had been under development at Imagine Entertainment for a long time, dating back at least as long ago as 1992 (and possibly many years before this).
The screenplay was written by Ken Kaufman, with a story by Kaufman and Mike Werb. Although it is a traditionally animated film, about twenty percent of it takes place in 3D environments that were computer-generated. It was the first Universal Pictures theatrically released feature-length animated film since 1995's Balto, and Imagine Entertainment's first animated film.
Due to the success of the film, the franchise was adapted to a TV series on PBS Kids, with Jeff Bennett replacing Ferrell as the voice of the Man with the Yellow Hat.

The movie starts with George swinging around town, and he picks up the newspaper. He reads it when he gets home and finds out that the great magician Piccadilly is holding an act with an elephant called Kayla. It sounds interesting to George so he wakes up Ted , and he tries to show Ted the news, but Ted is late for a meeting with Mr. Bloomsberry.

A country spider is the friend of a young girl named Leslie McGroarty (voiced by Thora Birch), who is taking piano lessons from a very strict instructor (voiced by Andrea Martin) (incidentally, she's learning to play the actual rhyme) and her cat, Langston. When the instructor is frightened by Itsy, she calls an Exterminator, that uses more and more extreme measures to try to kill Itsy, most of which end up causing pain and destruction to the instructor's home, Langston and the Exterminator himself, which turns out to be a heavily armed android (voiced by Jim Carrey). The Exterminator's methods begin to get even more extreme, escalating from poison and vacuums to guns and explosives, until the instructor's house is eventually blown up. At the end of the film, Itsy is finally reunited with Leslie (who had the sense to get out of the house before the flamethrowers came out), and they go home to the city.

The film takes place one year after the events of the first film. Elliot (Joel McHale) has grown giant new antlers and is getting married to Giselle (Jane Krakowski). But during a mishap, Elliot's new antlers are cracked off and now look like they did in the first film, which upsets him. Luckily, Boog (Mike Epps) and the others manage to cheer Elliot up by having a rabbit fight. But Elliot has new emotions about his marriage and feels reluctant to marry Giselle. At the start, from a high bridge Wile E. Coyote is pouring out his usual Bird Seed lure for the Road Runner below, and intends to use an Acme Bungee Cord he ordered to catch him. In the half-hour special, Huey, Dewey, and Louie ask for help from Scrooge McDuck for their new soccer team by requesting he donate $1.49 to buy a championship trophy. Scrooge, being his typical stingy self, goes into a rant of "A dollar forty-nine! That is a lot of money!" and instead give an old trophy of his he thinks is worthless, but the boys pass the curator of the Duckburg Museum who sees it is a rare artifact worth a million dollars, causing Scrooge to gain the reputation as a generous philanthropist throughout Duckburg. To win back the trophy, Scrooge is now made to sponsor his nephews, where he is taken to a sporting goods store owned by a surprisingly athletic and agile Goofy. Scrooge enlists the aid of Goofy, soon known by the nickname of "Sport Goofy", who ends becoming the team's coach when the teammates of Scrooge's nephews are shown as ragtag misfits. The team christened the "McDuck Greenbacks", come together under Goofy's patient coaching and sharpen their soccer skills, and register to compete in the tournament.
