Synopsis
There is a force of corrupt cops called F.R.A.T, and the policemen who work for F.R.A.T are above the law. That is, until Joshua Pollack, an Edison journalist discovers a glitch in the system. Now, with the help of those who he trusts, he might be able to take F.R.A.T down.Actors

Magazine reporter Jonathan Fisher (Christopher Reeve), in danger of losing his job, promises to write a hard-hitting story on prostitution. In a short prelude, U.S. Army General Hopgood (Stephen Lang) is painfully thwarted in an attempt to pass paranormally through a solid wall by simply running into it. Daily Flash newspaper journalist Brenda Starr (Joan Woodbury), and her photographer, Chuck Allen (Syd Saylor), assigned to cover a fire in an old house where they discover the wounded Joe Heller (Wheeler Oakman),a mobster suspected of stealing a quarter-million dollar payroll. The dying Heller tells Brenda that someone took his satchel of stolen money and he gives her a coded message.
