Equilibrium is set in 2072 in Libria, a city state established by the survivors of World War III that devastated the world, where a totalitarian government requires all citizens to take daily injections of "Prozium" to suppress emotion and encourage obedience. All emotionally stimulating material has been banned, and "Sense Offenders" – those who fail to take their Prozium – are put to death, as the government claims that the cause of all wars and violence is emotion. Libria is governed by the Tetragrammaton Council, led by "Father", who is seen only on giant video screens throughout the city. At the pinnacle of Librian law enforcement are the Grammaton Clerics, who are trained in the martial art of gun kata. The Clerics frequently raid the "Nether" region outside the city to search for and destroy illegal materials – art, literature, and music – and execute the people hiding them. A resistance movement, known as the "Underground", emerges with the goal of toppling Father and the Tetragrammaton Council.

Lukas (Mark Webber) is a young man who works as a tollbooth operator. He does not have much of a social life and spends much of his free time visiting his catatonic mother in the hospital. One day, one of the tollbooth customers tosses him a copy of Hitler's Mein Kampf, and Lukas reads it, prompting a Holocaust survivor (Allan Rich) to berate Lukas as he drives through Lukas's booth. The next day the old man gives him a videotape containing his testimony from the concentration camps. Watching the tape, Lukas becomes captivated, not less so when he spots the old man's obituary in the newspaper, and decides to attend the funeral. He is confronted by Mira (Rachel Miner), a young medical student, for attending a funeral without knowing the deceased. They argue. Lukas shows her the witness tape.

Macy stars as the COB (chief of the boat) on a fictitious US Navy submarine, the USS Swordfish (although there were two actual submarines named USS Swordfish that served the US Navy during and after World War II, neither are represented by the sub in this film). While on patrol in the North Atlantic, the ship is ambushed by two German U-boats. Swordfish destroys one of them, but is critically damaged by a torpedo fired from the second one, the fictitious U-boat U-429 (again, there was a real WWII German submarine U-429, not actually represented in the film). Eight members of the American crew escape and are held prisoner on board U-429. However, the American executive officer had previously contracted meningitis and given it to his captain, who brought it aboard the U-429. Within days, over half the German crew, as well as some of the Americans, contract the disease and die. Although the Germans and Americans begin to work together to keep the boat operational, not all the U-boat crew is willing to go along with this arrangement. Also, another U-boat and an American destroyer (the fictional USS Logan, not related to the actual attack transport of that name) threaten to overwhelm their tentative truce.

Tooth and Nail is a post-apocalyptic movie where mankind has depleted all fossil fuel reserves and civilization has collapsed. The film begins with a long tracking shot focusing on a destitute young woman named Olive Stanton (Emily Watson). She is sleeping illegally in a theater, being awakened and kicked out. The shot continues as she slowly walks down the street following the sound of the song Nickel Under My Foot. When she arrives at the source of the music, the camera pans up the side of the building and moves inside where we are introduced to the playwright Marc Blitzstein (Hank Azaria), who is attempting to write the songs and put together the musical The Cradle Will Rock. Acting as Blitzstein’s conscience/mentors are a vision of his deceased wife and, later, an imaginary Bertolt Brecht. Brecht was a radical playwright who stressed the importance of breaking down the wall between the audience and actors.
