It was released in 2004 by Reel FX Creative Studios and distributed by Paramount Pictures. Like Spy Troops, the film was written around the theme of the toys released that year. In this case, it was Valor vs. Venom which introduced a new villain group, Cobra’s V-Troops.
Synopsis
The second movie in the Reel FX series has Cobra kidnapping the G.I. Joe commander General Hawk for nefarious purposes. Doctor Mindbender has invented a method to transform humans, into feral man-beasts that heed Cobra’s bidding. Mindbender calls the process "Venomization", wherein human DNA is fused with animal DNA. Cobra Commander’s plan is to brainwash and mutate Hawk into becoming the Venomized troops’ leader. Additionally, the Joe Team is in possession of a magnetic cannon, capable of delivering a cargo almost anywhere in the world, which is exactly the tool Cobra requires to Venomize the human population.Actors

The plot revolves around G.I. Joe, America’s daring, highly trained special missions force. The Joes have just perfected a new technology: Mind Interface Remote Control (MIRC), which allows soldiers to flawlessly command vehicles from a safe distance. The title refers to the fact that the two opposing forces, the G.I. Joe Team and Cobra, make use of spies to achieve their objectives. Cobra sends Zartan, to infiltrate G.I. Joe headquarters posing as Shipwreck, and steal the MIRC technology. The Joes send Shipwreck and Snake Eyes to the enemy's camp, after learning about what happened. The Joes then organize an assault on Cobra Mountain and successfully regain the technology, destroying Cobra's base and chopper in the process.

Strange thefts of N-Tek property have Max Steel on the tail of a new super agent, Troy Winter, who claims to be superior to Max in every sense. The chase is on when Team Steel realize Troy's goal is to obtain a piece of a comet named Morphosos using the stolen N-Tek technology and deliver it into enemy hands. During a battle with Max, Troy falls into a volcano with a piece of the comet. The chemical reaction between the extreme heat and the comet's components transforms Troy into a sharped dark mineral crystal like creature, with the power of "extrude" other living being's life force and abilities. Troy then adopts the name of Extroyer and attacks N-Tek headquarters. In the middle of confusion, Elementor is once again released. Extremely weak, Elementor chases Extroyer seeking the comet fragments as a new source of power, but he is "extruded" and defeated. Troy takes 'Berto, Kat and Jefferson as hostages and forces Max to obey him. Extroyer uses N-Tek's stolen magnets powered by Max to redirect the comet Morphosos near earth, so he can take as much crystal fragments as he wants, but too late he realizes it is all a setup, and he's sent into deep space instead, stuck in the comet's surface.

The story centers on characters who are immortal. The lead character, Colin MacLeod, became an Immortal after his first death in 125 AD in Roman Britain, when his village was attacked by the conquering Romans. Another Immortal, Marcus Octavius, was leading the Roman Empire's military forces in hopes of creating his dream of a utopian society. Octavius killed Colin's wife, but was not able to kill Colin whose unconscious body was dragged by a horse to within Stonehenge, a "holy ground" in the story, where Immortals are forbidden to fight.

After years of searching, Max and 'Berto have managed to locate the late Psycho's base. With 'Berto's help, Max manages to sneak into Psycho's base. Once inside, Max finds that Psycho stole the "Imploder": A machine that condenses all surrounding matter into a miniature black hole. As Max approaches the Imploder, a hologram of Psycho's face appears above it. It tells Max that, if he is seeing this, then he, Psycho, is dead. He then tells Max that he is going to destroy everything with the Imploder. Max is about to deactivate the Imploder, when Psycho tells him that he left Max some company inside the base: Over 100 androids, similar to the android in "Endangered Species," are waiting to be given the order to attack Max. Psycho gives the order, and the droids attack Max, stopping him from deactivating the Imploder. After a long battle, 'Berto hacks into Psycho's mainframe, and shuts them down. Max, extremely weak and low on T-juice, manages to shut down the Imploder, saving Earth.

A professional skateboarder named Tony Valdez is severely injured by mind-controlled zombies created through nano-technology the day his parents mysteriously die in an accident secretly caused by his father's business partner Nigel Harrington. Oopsy, Cheer, Funshine, Share, and Grumpy are building WooHoo World, Care-a-lot's amusement park. Everyone has a job on the building of the park and Oopsy's job is painting the tracks of the Funderbolt ride. He had completed one part of the tracks but realized that he was stuck. Suddenly, he slips into the paint and ruins part of the park. Cheer, Share, Funshine and Oopsy decided to try the Funderbolt ride. After the ride, Oopsy stumbles and makes a chain reaction with plenty of disaster on the way that leaves Grumpy and the others wondering if they can fix Oopsy's disaster in time for the grand opening. Oopsy feels guilty for his actions and he wants to help his friends. Funshine recommends that Oopsy place the placing signs all around Care-a-Lot, this keeps Oopsy from causing any more trouble. Max has to investigate a contaminated jungle, and travels from outer space to the center of the earth in his quest to unveil this mystery. At the beginning of the story it is mentioned that the last battle against Extroyer has permanently crippled the Adrenalink system, forcing Max to go back to an updated version of Going Turbo!, (A complete explanation of this new energy system appears in Turbo Missions Episode 12: Relaunch). In this movie, a new enemy, the nefarious Doctor Gregor Mendel makes his first presentation, and it is revealed that Iago has been working for him from the beginning, secretly stealing technology from Eclipse. Mendel has constructed an android named Cytro, who's prime directive is help him in his plans to take control of the contaminated jungle and destroy Max in the process. Accidentally, the programming of Cytro is scrambled and for a couple of hours thinks he must protect Max instead of fighting him. However, he is aware of the malfunction, and constantly mentions how much time is left until he will be "authorized" again to kill Max. Thanks to the information retrieved by Iago, Dr. Mendel located Elementor immediately after the battle in Dark Rival, and taking advantage of his unconsciousness, takes him prisoner to perform new experiments which turn him into Fire Elementor. In an effort to synthesize Morphosos Crystals, Dr. Mendel uses fragments recovered from Extroyer's body partially contaminated with Troy Winter's DNA. As a result, creates an Extroyer clone instead by accident. Taking his opportunity while Max is busy fighting Fire Elementor, the clone absorbs the comet fragment into his body, and becomes a giant monster. Despite the fact he is currently in "evil mode", Cytro makes one last supreme effort to stop him and reverts the effect of the crystals, causing an explosion which reduces both to smithereens.
