The film begins in a Kingdom of Trolls, where Stanley (Dom DeLuise) has a magical green thumb with the ability to bring flowers and plants to life at a touch. When he is discovered doing so, the other trolls take him as prisoner to Gnorga (Cloris Leachman), the Queen of the Trolls, who concludes that Stanley "gives a bad name to trolls everywhere" and demands that he be turned to stone. At the behest of her consort King Llort (Charles Nelson Reilly), Gnorga instead banishes Stanley to Central Park where, after a series of mishaps, Stanley hides himself under a bridge. In New York City, two young siblings named Gus and Rosie (Phillip Glasser and Tawny Sunshine Glover) learn that their father Alan (Jonathan Pryce) and mother Hilary (Hayley Mills) cannot take them to Central Park. while left alone with their nanny, Maria, Gus takes Rosie to the Park himself. The story of the film is based on an old legend, that Santa Claus (or God in the original legend) gives animals the ability to speak on Christmas. The film takes place in a fictional rural farming community named Twobridge somewhere in Tennessee, where a young calf named Annabelle is born on Christmas Eve. Upon meeting Santa Claus, she becomes fascinated with reindeer and their ability to fly, and wishes to fly herself. At the same time, having been granted the temporary ability to speak, she befriends her farmer's grandson, Billy, who suffered from muteness due to a terrible fire at Annabelle's barn one night. Throughout the course of the year, they learn the true value of friendship and learn that with faith and a willingness to overcome great odds, anybody can achieve their dreams. Once Annabelle loses her ability to talk, the ability is permanently given to Billy, who later finds out. Kevin Flynn (Jeff Bridges) is a software engineer, formerly employed by the computer corporation ENCOM, who now runs an arcade bar called Flynn's. He wrote several video games, but another ENCOM engineer, Ed Dillinger (David Warner), stole them and passed them off as his own, earning himself a series of promotions until reaching Senior Executive VP. Having left the company, Flynn attempts to obtain evidence of Dillinger's actions by hacking the ENCOM mainframe, but is repeatedly stopped by the Master Control Program (MCP), an artificial intelligence written by Dillinger. In a small suburban town, a group of university students--Mark Loftmore (Zach Galligan), China Webster (Michelle Johnson), Sarah Brightman (Deborah Foreman), Gemma (Clare Carey), James (Eric Brown) and Tony (Dana Ashbrook)--visit a mysterious wax museum, where they encounter several morbid displays, all of which contain stock characters from the horror genre. Tony and China unintentionally enter two separate pocket worlds, as depicted by the waxwork displays, by crossing the exhibition barrier rope. Tony is at a cabin where a werewolf (John Rhys-Davies) attacks him. A hunter and his son arrive and try to kill the werewolf. The son fails and is torn in two, while the hunter shoots the werewolf, and then shoots Tony as he begins to transform into a werewolf. China is sent to a Gothic castle, where vampires attack her and Count Dracula (Miles O'Keeffe) turns her into a vampire. Two of the other students, Mark and Sarah, leave the waxwork unscathed. Later, Jonathan (Micah Grant), "a college jock", arrives at the wax museum, looking for China, but The Phantom of the Opera display gets his attention as David Lincoln (David Warner) walks him into the display.
