The film also features Lena Olin, Bruce Greenwood, Isaiah Washington, Keith David, Gladys Knight, Master P, and André Benjamin in supporting roles, and Eric Idle makes a cameo appearance. Written by Robert Souza and Ron Shelton, directed by Shelton and produced by Lou Pitt.

Synopsis

Sergeant Joe Gavilan (Harrison Ford) is a financially strapped Hollywood homicide detective who began moonlighting as a real estate broker seven years ago. His partner is K. C. Calden (Josh Hartnett), a much younger officer who teaches yoga on the side and wants to be an actor. The duo are assigned to investigate the murders of four men, members of a rap group called H2OClick who were gunned down in a nightclub by two unidentified assailants. While investigating the murders, the detectives discover there had been a witness in the nightclub who later escaped unnoticed, and work together to track him down. In the midst of it all, Gavilan has to deal with a looming real estate deal that may be the key to getting out of debt, while Calden further pursues his dreams of acting by trying to be scouted by talent agents.

Police sergeant Roger Murtaugh's daughter Rianne (Tracie Wolfe), is also pregnant, and Riggs later learns from Lorna that Rianne has secretly married Lee Butters (Chris Rock), a young detective who works at the same station as Murtaugh and Riggs – secretly because Roger had made it clear that he does not want his daughter to marry a police officer. Beverly Hills LAPD Lieutenant Raymond Tango (Sylvester Stallone) and Downtown Los Angeles Lieutenant Gabriel Cash (Kurt Russell) have earned themselves reputations for disrupting crime lord Yves Perret's smuggling operation in their respective jurisdictions. One day, they are informed of a drug deal taking place later that night. Both detectives meet for the first time at the location, but discover a dead body that is wire-tapped before the FBI arrive and surround the duo. Agent Wyler (Lewis Arquette) finds Cash's backup Walter PPK pistol on the floor with a silencer attached and arrests both Cash and Tango. At their murder trial, Tango and Cash are incriminated by an audio tape, secretly given to Wyler by Perret's henchman Requin and verified in court by an audio expert, which appears to reveal them shooting the undercover FBI agent after discussing a drug purchase. They plead no contest to a lesser charge in exchange for reduced sentences in a minimum-security prison, but are instead transported to a maximum-security prison to be housed with many of the criminals they arrested in the past.

Bounty hunter Jack Walsh (De Niro) is enlisted by bail bondsman Eddie Moscone (Pantoliano) to bring accountant Jonathan "The Duke" Mardukas (Grodin) back to L.A. The accountant had embezzled $15 million from Chicago mob boss Jimmy Serrano (Farina) before skipping the $450,000 bail Moscone has posted for him. Walsh must bring Mardukas back within five days, or Moscone defaults. Moscone says the job is easy, a "midnight run", but Walsh demands $100,000. Walsh is then approached by FBI Agent Alonzo Mosely (Kotto), who wants Mardukas to be a witness against Serrano and orders Walsh to keep away from Mardukas, but Walsh takes no notice and instead steals Mosely's ID, which he uses to pass himself off as an FBI agent along his journey. Serrano’s henchmen Tony (Richard Foronjy) and Joey (Miranda) offer Walsh $1 million to turn Mardukas over to them, but he turns them down.
