The film centers on a boy named Watts "Lightbulb" Davies (Will Rothhaar) who likes to race go-karts. Unable to come up with enough funds to purchase his own kart, Watts convinces his father, Vic Davies (Randy Quaid) (a former kart racer himself), to help him build a cart and teach him how to drive. As he follows his dream, he then has to race against his enemy and idol, Baggims.

Synopsis

NASA is training for the first manned mission to Mars by the spacecraft Aries. Due to a supposed glitch in the computer navigation system, NASA looks for the original programmer of the software to see why the software seems to be broken. Fred Z. Randall (Harland Williams), the eccentric programmer who wrote the software, meets Paul Wick (Jeffrey DeMunn), the flight director of the Mars mission; William "Wild Bill" Overbeck (William Sadler), the commander of the Mars mission; and astronaut Gary Hackman (Peter Onorati), the computer specialist. After a display of hard-headed stubbornness by Gary, he is hit in the head by a model of the Pilgrim 1 Mars lander, resulting in a skull fracture. NASA decides to replace him instead of delaying the mission. Fred is brought to NASA to see if he has what it takes to be an astronaut; he, along with Gordon Peacock, go through a series of exercises, which sees Fred do well, even going as far to break every record that Bill had. In the end, Fred gets the job.

Twin sisters Sarah (Mika Boorem) and Lindsay (Summer Glau) are excited to attend Temple Hill University, where they will likely join Alpha Nu as their mother Trina Goodwin (Morgan Fairchild) was a previous member. Sarah finds herself immediately drawn to Finn, a student adviser that invites them both to Pi Epsilon Delta's rush week party. The sisters are surprised to find that Lindsay's ankle has been healed. The following day Corrine ingratiates herself to Lindsay during a meeting at Alpha Nu, during which time Corrine takes the opportunity to take an eyelash off of Lindsay and pocket it.

Computer whiz kid Will Farmer's (Matt Lanter) neighbor Massude comes to Will having a problem with his computer. Will takes the computer and hooks his own up to it and discovers that Massude's brother is using his online banking to make huge profits. Since he needs $550 to go on a chess trip, Will steals $500 from Massude's account to gamble on an online gaming site that uses games that are based on terrorist attacks. Will later discovers that his best friend Dennis changes it to $5000. He ends up winning $25,000, with the aid of his mother, who knows about biological agents. Little does he know that the online game he plays is actually part of a sophisticated piece of U.S. government spyware designed to find potential terrorists based on how well they perform and bet on the games. The spyware program is run by a new, advanced artificial intelligence system called R.I.P.L.E.Y. (an acronym that is not explained in the film, nor by its makers), which has ultimate control over every American electronic system in order to combat terrorism.

The film focuses on the Orinoco River in Venezuela, where a strain of genetically modified piranha have escaped into an isolated tributary of the river. Through human interference of the local environment, the megapiranha manage to escape from their isolated spot and swim downstream, killing all that crosses their path. Allie Pennington, the daughter of two medieval literature scholars, transfers to Avalon High and becomes involved in a prophesied re-staging of Arthurian legend.
