Three Russians, Iranov (Sig Ruman), Buljanov (Felix Bressart), and Kopalsky (Alexander Granach), are in Paris to sell jewelry confiscated from the aristocracy during the Russian Revolution of 1917. Upon arrival, they meet Count Leon d'Algout (Melvyn Douglas), on a mission from the Russian Grand Duchess Swana (Ina Claire), who wants to retrieve her jewelry before it is sold. He corrupts them and talks them into staying in Paris. The Soviet Union then sends Nina Ivanovna "Ninotchka" Yakushova (Greta Garbo), a special envoy whose goal is to go through with the jewelry sale and bring back the three men. On Christmas, we meet foster brothers John and Charlie. They work as transit cops patrolling the New York City subway. When a mugging occurs, John and Charlie chase the mugger into a subway tunnel, and all trains traveling in their direction are halted. But their harsh transit captain Donald Patterson, allows the money train to continue. John and Charlie avoid getting hit by the train; however, when transit police at the next station witness the mugger running toward the money train, they shoot him dead. The mugger is revealed to be a young teenage boy, which triggers a brawl between John, Charlie, and the other transit officers. Patterson blames the two for causing his money train to arrive late.

Set in 1964, Donald Quintal (Patrice Robitaille) meets Father Padre Carmet (Jorge Sabate) at a missionary but is told by Carmet that he cannot be given the money. Donald begins his story that he was a part of The Panet Street Gang that was made up of six Montreal gangsters, and that fours ago, while they were in prison, they planned a bank heist. When the heist went awry, they all voted to give Jimmy the money in $2 million seeing as he had devoted his life to God, on the condition of promising to share it when they all met again. Jimmy hid under the floor while the other five were taken away. When the five were released from prison, they met at a parish chapel near the Franco-Spanish border. Donald explained to the group that he had received a letter from Jimmy that they were to walk 830 kms of the Camino pilgrimage to Santiago to get their share of the money, with a condition, that they needed to prove that they had changed their character as proof of doing the pilgrimage. They learn that they need pilgrim passports to be able to stay at hostels along the way. They tell the Customs women the truth about themselves and they get their passes. Donald Quintal begins a relationship with Maddy (Aure Atika), the girlfriend of Charles (Roy Dupuis) the de facto leader of the group. They arrive in a village and are directed by a boy on his bike to a church and find the grave marker of Jimmy, who had died of his heroin addiction while staying at Carmet's missionary while the others were incarcerated. Cutting back to the conversation between Quintal and Carmet, Quintal is given the money by being given the location of where it is buried. The gang is arrested in Santiago and while the police is going through their bags, looking for the money, it is shown that Maddy has it. The members leave prison and get back to their lives. Maddy distributes the money to each member as she sees fit, leaving Charles a plane ticket to come and find her in Venice.

Cosimo (Luis Guzmán) is arrested when he and Toto (Michael Jeter) try to steal a car. In prison, he meets an old man who tells him of a “Bellini” - a perfect heist - that he could not carry out because of a life sentence. Cosimo asks his girlfriend Rosalind (Patricia Clarkson) to find a "Mullinski" (Clevelandese for someone willing to do a prison stretch in exchange for money) so that he can walk free and pull off the heist. Rosalind and Toto ask misfits Basil (Andrew Davoli), Leon (Isaiah Washington), Riley (William H. Macy), who babysits his infant son while needing £1,000 to pay his own wife’s jail fine, and Pero (Sam Rockwell), a boxer who agrees to confess to Cosimo's crime for $16,000 but ends up being jailed alongside him. While inside, Pero gets Cosimo to tell him what the Bellini is before revealing that his own sentence was suspended, leaving Cosimo still in jail. Returning home, Pero is met by Rosalind and the other four demanding a refund. He tells them he used the $16,000 to pay off debts but will share the Bellini details. The six then decide to carry out the heist themselves.
