The year is 1997, and World Peace seems to have come, with most classic weapons of mass destruction having been abandoned. However, orbiting the Earth there is the European/American space station FLORIDA ARKLAB, capable of controlling the weather at any location on the planet underneath. A civil project by nature, it might be abused as an offensive weapon, since it could deliver devastation to any potential adversary simply by creating natural disasters such as storms and floods. No wonder the space station soon becomes the central point in rising political tensions between East and West, next stop World War 3 (as indicated by the tagline "The end of our future has already begun"). We follow the main protagonist Billy Hayes, an astronaut aboard the station, as he wades through a plot of secrecy and sabotage trying to tell friend from foe in the process.

L'Allemagne dans un futur proche. Le pays est riche, tous les problèmes semblent résolus, il n'y a pas de pollution ni de chômage. L'alcool mais aussi les légumes cultivés dans son propre potager sont interdits, on ne parle plus de suicide mais de décès inopiné, la télévision veille à la tranquillité par ses émissions comme le concours annuel de l'humour (placé dans une série mettant en scène Einstein et Napoléon) et des bulletins météorologiques toujours positifs. La police (dont le symbole est un poing au pouce levé) fait régner l'ordre grâce à ses actions contre les "Prokos". Tous les médias sont entre les mains d'un groupe dont la direction appartient à la même famille. La seule parole critique se trouve dans la série de bande dessinée La Panthère bleue qui fait une caricature de patrons autocrates et réunit leurs adversaires, les "Krysmopompes".

La veille de ses 17 ans, Alexandra Walch se rend à une fête avec son petit ami, son frère et sa cousine. Au cours de la soirée, elle quitte son petit ami, furieuse d'apprendre qu'il avait une liaison avec sa cousine, puis disparaît mystérieusement aux alentours du port. La police de Vienne dépêche l'inspecteur chef Lenz pour procéder à l'enquête. Après 4 jours de recherches, on retrouve le sac d'Alexandra près d'un endroit fréquenté par les prostituées et un message est envoyé de son portable demandant à ses parents de ne pas la rechercher. Plus tard, on retrouve le cadavre d'une jeune femme dans la forêt. On apprend également qu'Alexandra avait eu une aventure avec un de ses professeurs et qu'elle était enceinte de 2 mois. On la retrouve morte à la fin du film.

Karen White (Dee Wallace) is a Los Angeles television news anchor who is being stalked by a serial murderer named Eddie Quist (Robert Picardo). In cooperation with the police, she takes part in a scheme to capture Eddie by agreeing to meet him in a sleazy porno theater. Eddie forces Karen to watch a video of a young woman being raped, and when Karen turns around to see Eddie she screams. The film picks up where A Distant Thunder left off. Patty Myers (played by Patty Dunning) is faced with the decision to either accept the mark of the beast or lose her head. The soldiers strap her to the guillotine, but then flee due to a sudden earthquake. Left alone, Patty first screams for help, then that she wants the mark, only to die anyway as the earthquake causes the blade to fall on its own. In a lake at a rock quarry, a young woman named Mandy and her boyfriend, Ray, are swimming. The story is about local warrior-freedom fighter Parmin (nicknamed Jaka Sembung) who fights against Dutch colonial army in West Java in the 19th century.
