It stars Ally Sheedy, Lance Henriksen, Robert Costanzo, Frederic Lehne, John Cassini, and J.D. Daniels. It was released on November 19, 1993. The official tagline was "Nature created him. Science perfected him. But no one can control him."
The film's reception was mediocre. However, it was a modest success at the box office, grossing $12.9 million behind a $6 million budget.
Synopsis
Judy Sanders (Robin Frates), an employee of a genetic research facility named EMAX, contacts TV personality Lori Tanner (Ally Sheedy), planning to meet after work so she can show Lori the atrocities and animal cruelty that go on in EMAX's laboratories. Dr. Jarret (Lance Henriksen), a scientist performing vivisection and genetic altering, discovers the plan and sets one of his experiments on Judy, killing her. Lori arrives at EMAX, but when Judy does not appear, she breaks into the laboratory and films the various animals that are being experimented on. She discovers a Tibetan Mastiff named Max who does not appear to have been experimented on and lets the dog out of his cage. Dr. Jarret discovers that there is an intruder in the laboratory and chases Lori out of the building, with Max following Lori into her car as she drives away. Jarret immediately goes to the police and complains that his dog has been stolen. Later that day, when Lori goes shopping, a mugger (Thomas Rosales, Jr.) steals her purse. Max chases the thief, brutally kills him, and brings Lori's purse back to her.Actors

Unable to leave the germ-free confines of his sterilized bedroom for any real stretch of time, environmentally hypersensitive Marvin (Karl Geary) spends his days taking pictures of his neighbors from his window. Occasionally catching glimpses of his young sister Rosy (Alexis Dziena) hanging out with the neighborhood drug dealer, Marvin's lens remains mostly fixed on a mysterious neighbor known as the Garbageman (Lance Henriksen) and pretty neighbor Carmen (Rebecca Mader), while his slightly overbearing mother (Amanda Plummer) rests on the couch. As neighbors begin disappearing and mysterious figures move in and out of Marvin's viewfinder, the secluded voyeur begins to suspect that a sinister force is at work in his neighborhood. Though Rosy and Carmen are anxious to assist in a little detective work, the situation soon begins to spiral out of control upon the discovery that the Judas Breed is far from extinct.

A magnitude 10.5 earthquake destroys Los Angeles, California and triggers a massive tsunami which causes massive damage to Honolulu, Hawaii. It turns out to be only the first of a series of seismic events, including the awakening of extinct volcanoes, sudden instability of aquifers, and awakening of ancient faults. The Hoover Dam in Boulder City, Nevada collapses when Lake Mead starts to heat up and expand beyond the spillway's capacity. Las Vegas, Nevada is then destroyed when acidic water undermines underground limestone, creating a massive sinkhole. The worst of the seismic events is a massive fault which has opened up under South Dakota, destroying Mount Rushmore in the process.

In India, American backpacker friends Gina, John, Stacy, Geraldine and Phil hike in the woods with their guide Brian. In the near future (2018), a prisoner named Dante (William Miller) escapes from jail after having been arrested for illegally entering Spain. Forced to kill a prison guard, he is hunted down by the prison's dog, a monstrous Rottweiler police dog that sadistic prison warden Kufard (Paul Naschy) had revived and cybernetically enhanced after a fatal injury. Believing his Spanish girlfriend Ula (Irene Montala) was sent to work as a prostitute in Puerto Angel as punishment, Dante looks for her, but is exhausted by the chase and wounded by the Rottweiller. As a result, he starts having hallucinations and being haunted by the repressed memories of his and Ula's arrest. As he reaches Puerto Angel and can't find her at the brothel, he finally remembers that Ula got killed when Kufard let his dog loose on her, which led Dante to shoot the dog, which was then turned into a cyborg. Dante kills Kufard as the Rottweiler catches up with him, and they fight to the death among the burning remains of Kufard's helicopter. The morning after, firemen find the skeletons of Dante, Ula and the Rottweiler on the beach.
