Claire (Kyra Sedgwick) is a professional hit woman who has been targeted by her own organization. Her boss (Robbie Coltrane) gives her a low level task of retrieving his runaway girlfriend Kitty (Robin Tunney). Once Claire tracks down Kitty, she is unable to stop her from killing the boss' incompetent son (Ethan Embry).

A narrator tells of the great wars that raged in Montana territory over the grazing of cattle versus sheep. Men on both sides of the battle died, but eventually it was the sheep herders who were driven out. Morgan Lane (Flynn), an Australian sheepman, rides to Montana territory in 1871. He and his men come across a sign declaring that any sheep herders crossing the line into the area will be shot on sight as the surrounding plains are strictly for cattle grazing. The men set up camp for the night just before the boarder. During the night their young unarmed Mexican watchman is shot dead by a local gang of cattle raisers.

Joey (John Cusack) is an unemployed longshoreman who finds a bag full of money that fell out of the back of an armored car. Joey forces his friend Kenny Kozlowski (Michael Rapaport) to drive Kenny's car in the lake to hide the tire tracks. Unknown to them, a local boy witnesses them doing the crime. Joey tells Kenny that he's not going to turn the money in and will keep it for himself. Joey refuses to tell his family about it. The police are investigating the missing money and the local boy tells them about the car. The police find the car in the lake and trace it back to Kenny's house. Later, the police head to Kenny's house. During that, Kenny's dad beats his son with a belt and Kenny tells the police that Joey took the money. The neighbors overhear this and word spreads around the city that Joey took the money. Joey and his girlfriend head to the airport to leave the country, until they get arrested.

Alex (Macy), a sad-eyed mournful man, goes into psychotherapy disclosing that he is a hit man. He also tells the doctor (Ritter) after a few sessions that he is attracted to a young woman he has met in the waiting room. She is Sarah (Campbell), 23, quick, edgy, and perhaps attracted to him as well. But he is married, the dutiful father of a young precocious boy, so Sarah brushes him off. In flashbacks we see him get his start as a killer, at his father's prompting since it is the family business. Dad gives Alex his next assignment: to kill the therapist.
