The film is a remake of 1948's The Big Clock. Both films are based on Kenneth Fearing's 1946 novel The Big Clock. Filming locations included Baltimore, Annapolis, Arlington, Washington, D.C., and Auckland, New Zealand. The film features original music by Academy Award-winning composer Maurice Jarre.
Synopsis
At an inaugural ball, US Navy Lieutenant Commander Tom Farrell meets a woman, Susan Atwell, and they begin an affair, although she is involved with another man. Later, Farrell begins to work at the Pentagon for the US Secretary of Defense, David Brice.Actors

Veteran CIA officer Peter Devereaux (Pierce Brosnan) supervises a young operative David Mason (Luke Bracey), and chides him for becoming intimate with a local woman. Relationships can be used against an agent, he says laying out a scenario forcing an agent to choose between the job and someone they love. Subsequently, in a mission to protect a US Ambassador in Montenegro. Devereaux, wearing Kevlar, impersonates the ambassador in a public square, drawing the fire of an assassin. In October 1962, U-2 surveillance photos reveal that the Soviet Union is in the process of placing missiles carrying nuclear weapons in Cuba. President John F. Kennedy (Bruce Greenwood) and his advisers must come up with a plan of action to prevent their activation. Kennedy is determined to show that the United States will not allow a missile threat. The Joint Chiefs of Staff advise immediate U.S. military strikes against the missile sites followed by an invasion of Cuba. However, Kennedy is reluctant to attack and invade because it would very likely cause the Soviets to invade Berlin, which could lead to an all-out war. Citing The Guns of August, Kennedy sees an analogy to the events that started World War I, where the tactics of both sides commanders had not evolved since the previous war and were obsolete, only this time nuclear weapons are involved. War appears to be almost inevitable.

At the home of John Rutka and Eddie Santin, Rutka is apparently shot. Later, private eye Donald Strachey arrives at a hospital to meet with a client.
