The term "off limits" referred to the area where the original crime took place, an area of Saigon off limits to military personnel. The name of the film was changed to Saigon or Saigon: Off Limits when it was released throughout the rest of the world.
The film marks Willem Dafoe's second Vietnam War movie. He was assisted in preparing for this role by Vietnam Veteran and former Counterintelligence Special Agent Ed Murphy. Dafoe had previously starred in Platoon and would go on to play roles in Born on the Fourth of July and Flight of the Intruder.
Synopsis
Although set during the war, the tale is more of a mystery than a story about the war. Sergeant First Class Buck McGriff (Willem Dafoe) and Sergeant First Class Albaby Perkins (Gregory Hines) are two joint services Criminal Investigation Division (CID) agents on duty in war torn Saigon. When a prostitute is found murdered they discover that the prime suspects are high ranking U.S. Army officers. As they investigate they find that there have a string of at least six murders in the last year, but the previous inquiry was shut down from higher up the chain of command. Investigations lead them to Colonel Dexter Armstrong (Scott Glenn), but Armstrong rules himself out of inquiries by committing suicide. With the help of a French nun Sister Nicole (Amanda Pays) and their non-commissioned officer in charge, Master Sergeant Dix (Fred Ward), they finally close in on their target. As their investigation leads them closer and closer to the murderer, they find their lives are in danger and they end up nearly being sent home. The movie ends with an unexpected twist when they rule out all their suspects by conducting an interview in a Viet Cong tunnel base, and their NCO is the killer.Actors

In the early 1980s, a high-ranking KGB analyst, Sergei Grigoriev, disillusioned with the Soviet regime, decides to pass Soviet secrets, including a list of Soviet spies, to the government of France, then under the newly elected President François Mitterrand, a Socialist in coalition with the Communist Party. Grigoriev (code-named Farewell by the French intelligence service) hopes to force change in the Soviet Union by revealing their extensive network of spies trying to acquire scientific, technical and industrial information from the West. He uses Pierre Froment, a naïve French engineer based in Moscow, as his unlikely intermediary. After the first transfer of information, Pierre confides in his wife Jessica, who is adamant about his stopping to preserve their family. Grigoriev persuades Pierre to continue without telling Jessica. He will accept neither money nor defection as a reward, but sometimes requests small gifts from Pierre's trips to France, such as a Sony Walkman and Queen cassette tapes for his son, some cognac, or books of French poetry. As Farewell's prodigious output blossoms, the French are bewildered by the sheer scale and yield of top Western technology transferred covertly to the Soviets.

The film begins in 1947 at Muroc Army Air Field, an arid California military base where test pilots often die flying high-speed aircraft such as the rocket-powered Bell X-1. After another pilot, Slick Goodlin, demands $150,000 to attempt to break the sound barrier, war hero Captain Chuck Yeager receives the chance to fly the X-1. While on a horseback ride with his wife Glennis, Yeager collides with a tree branch and breaks his ribs, which inhibits him from leaning over and locking the door to the X-1. Worried that his injury might become known, Yeager confides in friend and fellow pilot Jack Ridley. Ridley cuts off part of a broomstick and tells Yeager to use it as a lever to help seal the hatch to the X-1, and Yeager becomes the first man to fly at supersonic speed, defeating the "demon in the sky".

Specialist Ray Elwood (Joaquin Phoenix) is a U.S. Army soldier stationed in Stuttgart, Germany, in 1989. Lieutenant Jake "Cool Hand" Grafton (Brad Johnson) and his bombardier/navigator and best friend Lieutenant Morgan "Morg" McPhearson (Christopher Rich) are flying a Grumman A-6 Intruder over the Gulf of Tonkin towards North Vietnam. They hit their target, a suspected truck park which actually turns out to be trees. Morg is fatally shot in the neck by a Vietnamese peasant. In 1967, Chris Taylor has dropped out of college, enlisted in the U.S. Army and volunteered for combat duty in Vietnam. Assigned to a Bravo Company in the 25th Infantry Division near the Cambodian border, he is quickly worn down by the exhausting conditions, and his enthusiasm for the war wanes. One night his unit is set upon by a group of North Vietnamese Army (NVA) soldiers, who retreat after a brief confrontation. New recruit Gardner is killed while another soldier, Tex, is maimed by friendly fire. Taylor is reprimanded by the ruthless Staff Sergeant Barnes for falling asleep during watch, after being implicated by one of the veterans. Taylor eventually gains acceptance from a tight-knit group in his unit who socialize and use drugs in a bunker clubhouse at their base. A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it.
