In the last two days of 1999, Los Angeles has become a dangerous war zone. As a group of criminals rob a Chinese restaurant, the event is recorded by a robber wearing a 'SQUID', or "Superconducting Quantum Interference Device", an illegal electronic device which records events directly from the wearer's cerebral cortex, and when played back through a MiniDisc-like device called a "deck", allow a user to experience the recorder's memories and physical sensations. Lenny Nero is a former LAPD officer turned black marketeer who deals in bootleg SQUID recordings. His main supplier, Tick (Richard Edson), tries to sell the robbery clip to him. Lenny eventually agrees to buy it at a reduced price, having to cut out the last part where the rig records the robber's death by falling; clips that record the wearer's death are known as "blackjack" (snuff) clips, because the experience is described as "jacking into the big black" by Tick., 1h38

In Moscow, Viktor Chagarin (Sergei Kolesnikov), a high-ranking, but corrupt Russian official, plans on incriminating political prisoner, former billionaire and government whistleblower, Yuri Komarov (Sebastian Koch), without a fair trial when Komarov refuses to hand over a secret file believed to have convicting evidence against Chagarin. In a separate incident, Jack McClane (Jai Courtney) is arrested as a result of an assassination attempt but agrees to testify against Komarov for a shorter sentence. When an Amacore oil rig in the Gobi Desert of Mongolia proves unproductive, Captain Frank Towns (Dennis Quaid) and co-pilot A.J. (Tyrese Gibson) are sent to shut down the operation and transport the crew (Ian, Kelly, Rodney, Davis, Liddle, Jeremy, Sammi, Rady, Kyle, Newman, and Dr. Gerber) out of the desert. An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action., 1h56

Following the bombing of an American military installation in the Middle East (the film shows footage from the 1996 Khobar Towers bombing), the U.S. government orchestrates the capture of the mastermind believed to be behind the attack, Sheikh Ahmed bin Talal. In New York City FBI Special Agent Anthony Hubbard (Washington) and his Lebanese-American partner Frank Haddad (Shalhoub) are told of a hijacked bus, fully loaded with passengers and containing an explosive device.
