Three years after the previous movie, Marnie Cromwell prepares to begin a new school year in her new home. She asks the Halloweentown Council to work toward openness between Halloweentown and the mortal world. She proposes to bring a group of Halloweentown students to her own high school in the mortal world. The Council is initially apprehensive about this, mostly due to the legend of the Knights of the Iron Dagger: a fanatical knighthood who wanted to destroy all things magical. The Halloweentown Witches' Council, however, agrees to accept the plan after Marnie mistakenly bets "all the Cromwell magic" that her plan will work. If she does not prove she is right by midnight on Halloween, then her entire family will lose their magical abilities., 1h34

Cinderella's Fairy Godmother (Whitney Houston) explains that nothing is impossible in this magical, mystical realm. In the village, Cinderella (Brandy) struggles under the weight of the numerous gaudy purchases of her imperious Stepmother (Bernadette Peters) and her spiteful and envious stepsisters Minerva (Natalie Desselle-Reid) and Calliope (Veanne Cox). Cinderella's imagination wanders ("The Sweetest Sounds"). Disguised as a peasant, Prince Christopher (Paolo Montalban) is also strolling through the marketplace. The two meet when the Prince rushes over to help Cinderella after she is nearly crushed by the royal carriage. They begin to talk and realize they are both dissatisfied with their sheltered lives. She is charmed by his sincere, direct nature, while he is drawn to her naive honesty and purity. Their conversation is cut off when Cinderella's Stepmother scolds her for talking to a stranger. The Prince reluctantly leaves, but tells Cinderella that he hopes to see her again., 1h52

After their marriage, the Beast and Belle unite all the famous fairy tale kingdoms into the United States of Auradon, and are elected King and Queen. Villains and their minions are imprisoned on the Isle of the Lost, a slum-like island surrounded by a barrier that prevents the use of magic (deceased villains were resurrected to succumb in this punishment). 20 years later, the Beast and Belle's son Prince Ben is soon to be crown king. As his first proclamation, Ben wishes to give the kids on the Isle of the Lost the chance to live in Auradon. Though skeptical, his parents accede to his idea. The kids chosen are: Carlos, son of Cruella de Vil; Jay, son of Jafar; Evie, daughter of the Evil Queen; and Mal, daughter of Maleficent. The quartet are causing mischief until they are summoned by Maleficent ("Rotten to the Core"), who orders them to use their school trip to steal Fairy Godmother's wand; with it, the villains will break the barrier and control of both sides of magic.
