On October 31, 1989, Michael Myers and his niece Jamie Lloyd (Danielle Harris) have been abducted by a mysterious stranger in black at the Haddonfield Police Station. Six years later, teenager Jamie (J. C. Brandy) has been impregnated and her baby is born on Halloween Eve. The baby is taken away by the "Man in Black" who appears to be the leader of a Druid-like cult. Later, a midwife (Susan Swift) helps Jamie escape with her baby and is soon killed by Michael (George P. Wilbur). Jamie and her baby flee in a stolen pickup. Stopping briefly at a deserted bus station, Jamie makes a call to a Haddonfield radio station to warn them that Michael is about to return home, only to be ignored by the radio D.J. The film follows a beautiful but troubled young girl, Debbie Strand (Rose McGowan), placed in foster care with her estranged grandmother in Los Angeles after her mother and father die in a suspicious house fire. Her grandmother is an ultra-conservative fundamentalist Christian, who is convinced that she can undo years of Debbie's presumed hedonism with some "correctional therapy." Shortly thereafter she begins to abuse Debbie and forces her to wear demeaning and outdated clothes. Debbie soon becomes enthralled with Peter Rinaldi (Alex McArthur), an English teacher at her new high school. However, Peter has a fiancée named Marilyn and strong scruples, so he repeatedly rejects Debbie's advances. Before long, Peter finds that his life is ruined and the bodies are piling up. During the hectic climax, Debbie breaks into Marilyn's home with the intention of wiping her out. Peter soon realizes Debbie is there and is quickly on his way. Meanwhile, Debbie confronts Marilyn. Marilyn runs through the kitchen, but Debbie tackles her to the ground. After a brief scuffle, Debbie is too strong as she knocks the helpless Marilyn unconscious. As she attempts to murder her, Peter rushes in and saves the day.

The film starts with three poachers going into the woods to hunt. One of them sees what he thinks is a meteor land and goes to investigate. He finds a red glowing cave with a stash of large eggs. He decides to smash them, but is killed by an unseen entity before he can finish, which leaves one egg left intact. The mysterious being takes revenge for the destruction, first killing the other hunters and then going after members of a rock band led by Rick (Ian Sera), who are on a weekend camping trip. This band is accompanied by Laura, a girl who Rick met and told about the weekend's plans, not expecting her to want to come along. Sharon, a member of the band, is jealous of Laura, as she (Sharon) is Rick's girlfriend. Cathy and Tracy are also band members.
