The setting is San Francisco; Joey Evans (Frank Sinatra) is a second-rate singer, a heel known for his womanizing ways (calling women "mice"), but charming and funny. When Joey meets Linda English (Kim Novak), a naive chorus girl, he has stirrings of real feelings. However, that does not stop him from romancing a former flame and ex-stripper (Joey says, "She used to be 'Vera...with the Vanishing Veils'"), now society matron Vera Prentice-Simpson (Rita Hayworth), a wealthy, willful, and lonely widow, in order to convince her to finance his dream, "Chez Joey", a night club of his own., 1h25

The story is set in 1895 France and takes place predominantly in Paris. However, it begins on a farm in rural Provence. The lovely housecat Mewsette and the accomplished but shy mouser Jaune Tom are in love ("Mewsette"), but the former is frustrated with his plebeian ways (and those of the farm), to the point of calling him a "clumsy country clod". Inspired by the human Jeanette's stories of glamour and sophistication in Paris ("Take My Hand, Paree"), Mewsette runs away by taking a train to the big city ("Roses Red, Violets Blue"), where she encounters the slick con-cat Meowrice (Paul Frees). Taking advantage of the country kitty's naivete, he puts her in the care of the sultry Madame Henretta Reubens-Chatte, who promises to turn Mewsette into a dainty debutante known as "The Belle of all Paris". Unbeknownst to Mewsette, Meowrice is grooming her to be the mail-order bride of a rich American cat in Pittsburgh known as "Mr. Henry Phtt" ("The Money Cat"). Meanwhile, Jaune Tom and his sidekick Robespierre arrive in Paris, searching for Mewsette., 1h58

American burlesque performer Steve Martin (William Demarest) offers to play a song for his audience, if they agree to sing along. Only one person does sing, a young boy named Asa Yoelson (Scotty Beckett). Steve is bowled over by the boy's voice, but Asa realizes he should be singing at the synagogue with his father, Cantor Yoelson (Ludwig Donath). Asa arrives late, and is later reprimanded by his strict father. Asa is reluctant to explain where he was, but Steve Martin visits the Yoelsons' home. He explains that he heard Asa sing at the burlesque house, and that he wants Asa to be part of his act. Papa Yoelson refuses to consider it.
