RoboCop 2 is a 1990 American cyberpunk action film directed by Irvin Kershner and starring Peter Weller, Nancy Allen, Dan O'Herlihy, Belinda Bauer, Tom Noonan and Gabriel Damon. Set in the near future in a dystopian metropolitan Detroit, Michigan, it is the sequel to the 1987 film RoboCop.

The film received mixed reviews from critics. The plot element of Detroit filing for bankruptcy later received attention from the news media after the fictionalized event actually happened in 2013.

It was the final film directed by Irvin Kershner.

Synopsis

In the year after the success of the RoboCop program and Jones's death, Omni Consumer Products (OCP) has created a new plan to have Detroit default on its debt so that OCP can foreclose on the entire city, take over its government, and replace the old neighborhoods with Delta City, a new planned city center independent of the United States government, enabling them to effectively have an entire city to be controlled by OCP.

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. As an alternative to existing law enforcement, OCP senior president Dick Jones (Ronny Cox) offers the prototype ED-209 enforcement droid, but it accidentally kills a board member during a demonstration. The OCP chairman, nicknamed "The Old Man" (Dan O'Herlihy), decides instead to back Jones' young rival, Bob Morton (Miguel Ferrer), and his experimental cyborg police officer program, "RoboCop.

After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nick-named "Rehabs," under the command of Paul McDaggett (John Castle). Ostensibly its purpose is to combat rising crime in Old Detroit, augmenting the ranks of the Detroit Police Department in apprehending violent criminals. The year is 2078. The planet Sirius 6B, once a thriving mining hub, has been reduced to a toxic wasteland by a civil war between the mining company, known as the New Economic Block (NEB), and the Alliance, a group of former mining and science personnel. Five years into the war, Alliance scientists created and deployed Autonomous Mobile Swords (AMS) — artificially intelligent self-replicating machines that hunt down and kill NEB soldiers on their own. They are nicknamed "screamers" because of a high-pitched noise they emit as they attack. Screamers track targets by their heartbeats, so Alliance soldiers wear "tabs" which broadcast a signal canceling out the wearer's heartbeat and rendering them "invisible" to the machines.

William Lee is an exterminator who finds that his wife Joan is stealing his insecticide (pyrethrum) to use as a drug. When Lee is arrested by the police, he begins hallucinating because of "bug powder" exposure. He believes he is a secret agent with two handlers or controllers in the forms of a talking insectoid typewriter and an alien "Mugwump". The bug assigns him the mission of killing Joan. She is allegedly an agent of an organization called Interzone Incorporated. Lee dismisses the bug and its instructions and kills it. He returns home to find Joan having sex with Hank, one of his writer friends. Shortly afterwards, he accidentally kills her while attempting to shoot a drinking glass off her head in imitation of William Tell.
