Synopsis
1865. Joseph Charlegrand is a former French soldier whose best friend and comrade was murdered by an officer of the French Foreign Legion in Mexico. U.S. Army Captain Frank Dux, trained from his youth in the ways of Ninjutsu by Senzo Tanaka, honors his mentor by taking the place of Tanaka's deceased son Shingo in the illegal Kumite martial-arts tournament. During his childhood, Dux and a group of friends invaded Tanaka's home to steal a katana, but he was apprehended by Senzo and Shingo while attempting to return the katana to its display rack. Impressed by Dux's honesty and lack of fear, Senzo had him train with Shingo in martial science. Following Shingo's death, Senzo agreed to train Dux as a member of the Tanaka clan. When Dux's superiors learn of his invitation to the Kumite, they refuse to let him go; in return, he goes AWOL, says goodbye to his mentor and leaves for Hong Kong. Two CID officers, Helmer and Rawlins, are summoned to track down and arrest Dux for desertion.

The film picks up where Dirk Longstreet left off in part 2. It seems like his girlfriend did not survive that coma she was put in by that film's villain, and Dirk has given up, living a nomadic lifestyle completely off the grid out of his van, searching for the next great wave to ride. He supplements this lifestyle through illegal underground fighting, which we see at the beginning. Anyway, while surfing, a young girl who was sold by her step-dad to white slavers escapes to the beach, Gruner saves her, and a bond forms. When she's captured, Gruner must fight again to save her. Of course, what he does not know is his wife is actually alive, but his off-the-grid life means no one can tell him.

The film opens in the small town of "Liberty", where a vicious group of neo-Nazis have been terrorizing the populace, most recently having murdered an African-American pastor and set fire to his church. While visiting his sister and brother-in-law in Liberty, Tommy Lee (Phillip Rhee) crosses paths with the group's leader Donnie Hansen (Mark Rolston), and is drawn into the conflict when his sister is attacked in their car. Later, the group attempts to harass a schoolteacher named Margo (Gina Gershon) at the local 4-H fair, but Tommy intervenes and fends them off. Ungrateful at first, she eventually warms up to Tommy when they are set up on a blind date, and they start a relationship. Meanwhile, the neo-Nazis launch an assault on Tommy's family. After saving Margo from an attempted rape, Tommy returns home to find his sister badly beaten. He and his brother-in-law, the local sheriff Jack Banning (Christopher McDonald), decide to take matters into their own hands and invade the group's heavily guarded compound, where Jack's children have been taken hostage. After a long, climactic fight, the children are rescued and Tommy defeats Hansen in single combat, but refuses to kill him, knowing that it would only further his message of hatred. As Tommy turns away, Hansen takes aim at him with a rifle, prompting a local teenager named Owen Tucker (Peter Simmons) to shoot and kill Hansen himself, thus brokering a new peace in the town. The ending scene shows the pastor's child reading from the Bible and the church being rebuilt.

After thief Alex Cardo (Daniel Bernhardt) gets caught and betrayed by his partner in crime John (Philip Tan) while stealing an ancient Jian in East Asia, he soon finds himself imprisoned and beaten. Lyon Gaultier is a paratrooper in the French Foreign Legion, stationed in Djibouti, North Africa. His brother, who is married to an American woman in Los Angeles, is burned alive during a deal gone wrong and suffers third-degree burns, dying shortly afterward. Lyon deserts his legion when they withhold letters from his brother's wife and ultimately refuse to let him see his brother. He steals a jeep and escapes through the desert, finding work on a tramp steamer headed for the U.S. Meanwhile, the Legion commanding officer also travels to the States, arriving at the French Embassy, where he is told that Lyon's desertion is ranked at low importance with the LAPD, so he orders two of his own Legionnaires to do the job.
