Synopsis
Corrupt, flamboyant Atlantic City police detective Rick Santoro (Nicolas Cage) attends a boxing match at Gilbert Powell's (John Heard) Atlantic City Arena between heavyweight champion Lincoln Tyler (Stan Shaw) and challenger Jose Pacifico Ruiz. He meets up with his best friend since childhood, Kevin Dunne (Gary Sinise), who is a US Navy Commander working with the Department of Defense to escort Defense Secretary Charles Kirkland (Joel Fabiani) and Powell at the fight after a trip to Norfolk, Virginia. As the first round begins, Dunne is distracted by an attractive redhead named Serena (Jayne Heitmeyer) who wears a ruby ring, and leaves his seat, which is then taken by Julia Costello (Carla Gugino), a mysterious woman with platinum blonde hair and a white satin suit.Actors

While in post-production on a low-budget exploitation film, Philadelphia sound technician Jack Terry (Travolta) is told by his producer that he needs a more realistic sounding scream and better wind effects. After leaving the studio to record potential sound effects at a local park, he sees a car careen off the road and plunge into a nearby creek. Jack dives into the water to help, discovering a dead man and a young woman, still alive, trapped inside the submerged car. He pulls her to safety and accompanies her to a local hospital. Jack learns that the driver of the car was the governor (and a presidential hopeful); the girl was an escort named Sally (Allen). Associates of the governor attempt to whitewash the incident by concealing that Sally was in the car, and they convince Jack to smuggle Sally out of the hospital with him.

In New York City in 1975, after serving only five years of a 30-year prison sentence, Carlito Brigante is freed on a legal technicality exploited by his lawyer, Dave Kleinfeld, infuriating the district attorney. Brigante returns to his old neighborhood of Spanish Harlem, where he reconnects with old associates. Although he vows that he is finished with crime, Brigante is persuaded to accompany his cousin Guajiro to a drug deal at a bar. Mercenary thief Laure Ash (Rebecca Romijn) participates in a diamond heist in Cannes. During Prohibition in 1930s, Al Capone (De Niro) has nearly the whole city of Chicago under his control and supplies illegal liquor. Bureau of Prohibition agent Eliot Ness (Costner) is assigned to stop Capone, but his first attempt at a liquor raid fails due to corrupt policemen tipping Capone off. He has a chance meeting with Irish-American veteran officer Jimmy Malone (Connery), who is fed up with the rampant corruption and offers to help Ness, suggesting that they find a man from the police academy who has not come under Capone's influence. They recruit Italian-American trainee George Stone (Andy García) for his superior marksmanship and intelligence. Joined by accountant Oscar Wallace (Charles Martin Smith), assigned to Ness from Washington, D.C., they conduct a successful raid on a Capone liquor cache and start to gain positive publicity, with the press dubbing them "The Untouchables." Capone later kills the henchman in charge of the cache as a warning to his other men.
