Synopsis
Tom Ludlow (Keanu Reeves) is a disillusioned LAPD Vice detective working for a unit known as Vice Special and haunted by the death of his wife. Working undercover, he meets with Korean gangsters (whom he believes have kidnapped two Korean schoolgirls) in a parking lot, who are looking to buy a machine gun from him. After a vicious beatdown, the Koreans then proceed to steal Tom's car. Tom however planned on this and has the cops locate the vehicle via GPS. Upon arrival at their hideout, Tom storms in and kills the four inside with his .45 Smith & Wesson 4506 pistol, and then locates the missing children after covering up what really happened. While the other officers in his unit congratulate him, he is confronted by his former partner, Detective Terrence Washington (Terry Crews). Washington no longer approves of the corruption and deception and has gone straight, reporting the problems to Captain James Biggs (Hugh Laurie), of internal affairs, who starts an investigation against Ludlow.Actors

Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. He is assigned to assist experienced agent and veteran, Angelo Pappas, in investigating a string of bank robberies by the "Ex-Presidents"; a gang of robbers that wear face-masks depicting former US presidents Ronald Reagan, Richard Nixon, Lyndon B. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. Through her he meets Bodhi, the charismatic leader of a gang of surfers comprising Roach, Grommet, and Nathaniel. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. As he masters the art of surfing, Utah finds himself increasingly drawn to the surfers' adrenaline-charged lifestyle, Bodhi's philosophies, and Tyler. Following a clue retrieved by analyzing toxins found in the hair of one of the bank robbers, Utah and Pappas lead an FBI raid on another gang of surfers. Despite their criminal records, these surfers turn out to not be the Ex-Presidents and the raid inadvertently ruins a DEA undercover operation.

Eddie Kasalivich (Keanu Reeves) is a student machinist working with a team from the University of Chicago to obtain clean energy from water by efficiently splitting the hydrogen and oxygen molecules. While working at home, Eddie inadvertently discovers the secret. The machine is perfected the next day in the lab and everything appears to be working and stable. To celebrate, a party is thrown in the lab. That night after the party, project physicist Dr. Lily Sinclair (Rachel Weisz) tries to leave the lab but her car battery is dead. Meanwhile, a van is seen driving toward the lab. Chen hears a noise and goes to investigate, but is kidnapped by unknown assailants as Alistair also comes under attack.
