Synopsis

Neil Shaw (Snipes) is an operative for the United Nations's covert dirty-tricks squad, using espionage and quasi-ethical tactics to secure peace and cooperation. In Hong Kong, Shaw infiltrates a Chinese New Year party held by Chinese business mogul David Chan (Tagawa) and covertly hacks an office laptop of a North Korean Defense Minister, and blackmails him with the misappropriation of U.N. aid money, in exchange for continuing negotiations with South Korea. Shortly after being discovered, Shaw fights his way out of the party, and suffers a gunshot wound to his shoulder during extraction.

The story is told in flashback. CIA agent Marcus Jones recounts his final mission in the form of a confession to a Catholic priest. The mission begins when Jones's mentor in the CIA, Dietrich, informs him that his next assignment is to gather intelligence for the possible prosecution of American citizens Frank Smith, an arms dealer, and John Redvale, a hedge fund manager. Jones succeeds in being hired as Smith's bodyguard and accompanies Smith to the Redvale building, where Smith is supposed to obtain $100,000,000 in cash. Unknown assailants attack the vehicle in which Smith and Jones are travelling. While Jones is distracted, Dietrich, flying above them in a helicopter with several other CIA agents, discovers that the others are traitors when they kill him. They are after the $100,000,000.

In 1996, psychopathic career criminal Simon Phoenix kidnaps a number of hostages and takes refuge with his gang in an abandoned building. LAPD Sgt. John Spartan uses a thermal scan of the building and finds no trace of the hostages, and leads an unauthorized assault to capture Phoenix. When he is captured, Phoenix sets off a series of explosives that bring down the building, and when the police search the wreckage, they find the corpses of the hostages. Spartan is charged with manslaughter, and he is incarcerated along with Phoenix in the city's new "California Cryo-Penitentiary", where they will be cryogenically frozen. A group of vampires look for the hidden resting place of Drake, also known as Dracula—the genetic "father" of their species. Over the two years since the death of Deacon Frost, Blade (Wesley Snipes), the Daywalker, a vampire unaffected by sunlight and who chooses to defend humans and fight other vampires, has been trying to find his mentor Whistler (Kris Kristofferson), who survived his suicide attempt in the first crisis. Blade finds Whistler locked in a tank by a gang of vampires who were keeping him alive to torture. Blade rescues Whistler and brings him back to the lair, ridding the latter's vampirism with a cure developed by Dr. Karen Jenson.

At a museum in Boston, Rugal Bernstein steals three relics: The Kagura Mirror, the Yagami Necklace and the Kusanagi Sword. He uses them to disappear into a dimensional portal to awaken the mythical entity known as the Orochi, which would grant him limitless powers. However, the sword is revealed to be a fake - thus, Rugal's quest is delayed. Mai Shiranui is told by an injured Chizuru Kagura that the whereabouts of the real sword are with Saisyu Kusanagi, who is housed at a mental institution. She is also warned that she alone must defeat Rugal and her boyfriend Iori Yagami should not be involved. At the institution, Mai meets a catatonic Saisyu and his son Kyo, but Iori's presence suddenly breaks Saisyu's catatonic state, and the elder Kusanagi threatens to kill Iori before losing consciousness and dying.

Jet fuel is stolen by weapons smugglers. The fuel is reacquired by the Hong Kong police but then once again stolen by a yakuza boss named Akatora who is trying to sell it with the help of Hong Kong thug Daniel.
