Based on actual events, this film tells the story of the 1939 voyage of the MS St. Louis, which departed from Hamburg carrying 937 Jews from Germany, ostensibly to Havana, Cuba. The passengers, having seen and suffered rising anti-Semitism in Germany, realised this might be their only chance to escape. The film details the emotional journey of the passengers who gradually become aware that their passage was planned as an exercise in propaganda, and that it had never been intended that they disembark in Cuba. Rather, they were to be set up as Pariahs, to set an example before the world. As a Nazi official states in the film, when the whole world has refused to accept them as refugees, no country can blame Germany for the fate of the Jews.

Howard Beale, the longtime anchor of the Union Broadcasting System's UBS Evening News, learns from the news division president, Max Schumacher, that he has just two more weeks on the air because of declining ratings. The two old friends get roaring drunk and lament the state of their industry. The following night, Beale announces on live television that he will commit suicide on next Tuesday's broadcast. UBS fires him after this incident, but Schumacher intervenes so that Beale can have a dignified farewell. Beale promises he will apologize for his outburst, but once on the air, he launches back into a rant claiming that life is "bullshit". Beale's outburst causes the newscast's ratings to spike, and much to Schumacher's dismay, the upper echelons of UBS decide to exploit Beale's antics rather than pull him off the air.

In the near future war rages across the fictional Republic of Gilead and pollution has rendered 99% of the population sterile. Kate is a woman attempting to emigrate to Canada with her husband and daughter. While attempting to take a dirt road, they are caught by the Gilead Border Guard, who orders them to turn back or they will open fire. Kate's husband uses an automatic rifle to draw the fire, telling Kate to run, but he gets shot, Kate gets captured, whilst their daughter wanders off into the backcountry confused and unaccompanied. The authorities take Kate to a training facility with several other women, where they are all trained to become a Handmaid, a concubine for one of the privileged but barren couples who rule the country's religious fundamentalist regime. Although she resists being indoctrinated into the cult of the Handmaids, mixing Old Testament orthodoxy and misogyny with 12-step gospel and ritualized violence, Kate is soon assigned to the home of the Commander and his cold, inflexible wife, Serena Joy. John Cassellis is a television news cameraman. In one of the opening scenes, a group of cameramen and journalists are discussing the ethical responsibilities within their profession: When should filming a gruesome scene end and human responsibility to try to save a life begin? As viewers we are presented with issues such as violence as spectacle, political and social discontent, extreme racism, and class divisions. The film is constantly juggling documentary footage with feature film image. Among his sources, Wexler uses footage from military training camps in Illinois for military troops preparing for planned demonstrations by students and anti-war activists during the Democratic National Convention later that summer.
