Originally titled The Midnight Man, the script was originally intended to be a Saw prequel, but the producers were against the idea and quickly dismissed it.
Synopsis

In Seattle, Washington, 1974, law student Ted Bundy (Michael Reilly Burke) appears to be the typical friendly guy-next-door; but underneath this gentle facade lies a beast. After he had first watched young women through their windows while masturbating, he finally commits his first murder. From there, he always manages to lure a young woman to his car by faking a broken arm or an illness then asking for help or by disguising himself as a police officer. Emma (Leslie Bibb) and her holiday-obsessed husband, Henry (Tahmoh Penikett), have set up numerous ghost-scarecrows for Halloween in their yard, although she is mostly uninterested in Halloween. After returning home from a Halloween party, Emma tries to blow out a jack-o'-lantern, but Henry tells her not to because it is against tradition to extinguish a jack-o'-lantern on Halloween; she blows it out anyway. While Henry is inside waiting for Emma to take down the decorations, she is murdered by an unknown assailant with a large blade-shaped pumpkin lollipop in front of the kids who were trick-or-treating, who run away in horror. Later, Henry goes outside and notices limbs hanging out of wires. Just then, one of the scarecrows lights up. He approaches it and takes down the cover, only to see Emma's decapitated head stuck onto the stick and wrapped in decorative lights, with her limbs chopped off and her mouth stuffed with a large lollipop, and screams in horror.

The father of New Orleans schoolteacher Annie Tarrant (Rowan) was murdered in a Candyman-like fashion some years prior. When Professor Philip Purcell is murdered in a bathroom by Candyman after presenting the legend at a book signing and calling him forth, Annie's brother is accused of the murder (since his furious public confrontation of Purcell over the subject) and one of her students starts to see the Candyman. In order to disprove to herself that the Candyman exists, she says his name five times in front of a mirror, summoning him to New Orleans on the eve of Mardi Gras, where the killings begin in earnest. Her husband Paul Mckeever becoming one of Candyman's new victims. The film's climax reveals more details of the Candyman's genesis, and his reason for stalking Annie.

The film is set in Paterson, New Jersey in the early 1960s. Catherine Spages (Linda Miller) is visiting Father Tom (Rudolph Willrich) with her two daughters, who both attend St. Michael's Parish Girls' School: 9-year-old Karen (Brooke Shields) and 12-year-old Alice (Paula Sheppard). Karen is preparing for her First Communion and Father Tom gives her his mother's crucifix as a gift. A jealous Alice puts on a creepy, translucent grinning mask, frightening Mrs. Tredoni (Mildred Clinton), Father Tom's housekeeper. Later, Alice steals Karen's porcelain doll and lures her into an abandoned building with it. She jumps out and scares Karen with the grinning mask and locks her in a room. When she lets her out she tells her that if anyone finds out, she'll never see the doll again.
