In 1996, psychopathic career criminal Simon Phoenix kidnaps a number of hostages and takes refuge with his gang in an abandoned building. LAPD Sgt. John Spartan uses a thermal scan of the building and finds no trace of the hostages, and leads an unauthorized assault to capture Phoenix. When he is captured, Phoenix sets off a series of explosives that bring down the building, and when the police search the wreckage, they find the corpses of the hostages. Spartan is charged with manslaughter, and he is incarcerated along with Phoenix in the city's new "California Cryo-Penitentiary", where they will be cryogenically frozen. During their time "in deep freeze", they are to be rehabilitated through subconscious conditioning.

Los Angeles SWAT officers Jack Traven and Harry Temple thwart an attempt by a bomber to hold an elevator full of people for a $3 million ransom. They corner the bomber, but he grabs Harry. At a nuclear plant in Chai Wan, Hong Kong, a hacker causes the coolant pumps to overheat and explode. Not long after in Chicago, the Mercantile Trade Exchange gets hacked, causing soy futures to rise. The Chinese government and the FBI determine that the hack was caused by a Remote Access Tool (RAT). A military officer in China's cyber warfare unit, Captain Chen Dawai (Leehom Wang), is tasked to find the people responsible for the attacks, and enlists the aid of his sister Chen Lien (Tang Wei), a networking engineer. He meets with FBI Agent Carol Barrett (Viola Davis) in Los Angeles and reveals the code in the RAT was written by himself and Nicholas Hathaway (Chris Hemsworth), his college roommate, in their school days years before Hathaway was sent to prison for an unrelated hack. Dawai asks that the FBI arrange for Hathaway to be released from prison, where he is serving a sentence for computer crimes. Hathaway is offered temporary release in exchange for his services.

Harry Fabian (De Niro) is a fast-talking, two-bit New York lawyer who hangs out at a bar called Boxers, owned by Phil (Gorman) and his wife Helen (Lange). Harry has been having an affair with Helen, who dreams of setting up her own bar and leaving Phil. At the bar, he spots an article in the New York Post about a man who was pummeled by a boxer. He calls the man on Phil's phone and pitches a lawsuit against the boxer on the grounds that his fists are legally considered weapons. The fighter is promoted by Ira "Boom Boom" Grossman (King), who tries to muscle Harry off the idea of suing his boxer. The case is promptly dismissed by the judge, who knows that it is baseless.
