Synopsis
Twelve years ago, Don (Louis Koo) was imprisoned due to murder and the fact he did not testify against the mastermind Dante (Simon Yam) and his friend Max (Julian Cheung), who was also involved of committing the crime. Twelve years later, Don is released from prison and decides not to repeat the same mistakes and make a fresh start. However, Don receives a sudden call from Dante and Max, whom force him to assassinate the candidate running for the president of the Philippines. Don rejects their request, but later discovers that the target have been assassinated. Don realizes he have been framed by Dante and begins to exile. Later, with the help of King Tso (Ray Lui), a legion soldier who was hired to take down the murderer, and Annie (Ada Choi), a female reporter, Don reveals the evidence of Dante's crime and cleared himself.Actors

Small-timer Fei (Louis Koo), his married buddy Sam (Simon Yam), and antique store owner Mok (Sun Hong Lei) are all in desperate need of money. Fei wants his friend to drive a robbery getaway car but Sam backs out, throwing Fei in trouble with the triads. As the three are arguing, a mysterious man leaves them a map, leading them to an unlikely treasure under the Legislative Council building. All their financial woes seem to be solved after a late-night heist, but they are being tracked by shady cop Wen (Lam Ka-Tung), who is carrying on an affair with Sam's emotionally unstable wife, Ling (Kelly Lin), and has connections with Fei. When the twisted relationship tangles come to light, the brotherhood dangerously breaks down and the treasure ends up in the wrong hands.

The first part of the movie takes place in Bangkok, Thailand. Gou Fei's (Chow Yun-fat) friend Sam Sei (Anthony Wong) borrows money from a loan shark to give Gou Fei's departed mother a proper burial. The loan shark kidnaps Sam and Gao Fei rescues him by confronting the loan shark and persuade him to give more time for Sam to re-pay the loan. The loan shark does not comply and orders his cohorts to kill Sam but Gou Fei punches two of them before he engages a knife fight with the remaining gang members. After doing so, the loan shark attempts to shoot Gou Fei but he wrestles the gun out of the shark's grasp, frees a trapped Sam Sei and escapes. Not wanting to lose face, the loan shark promises to kill them, so Gou Fei and Sam Sei flee the city.

Police officer Pitt's (Wan Yeung-ming) partner Lau was killed by the triads. The case also involves the seizure of a number of pornographic photos of politicians from an earlier investigation. The murder was witnessed by chef Fat Goose (Sammo Hung), and Pitt forces him to be the eyewitness and have the killer arrested. The killer, Lam Man-fu (Tommy Wong), however, was bailed out by his lawyer Kam Tse-ping (Lam Chung) and Pitt's superior Keung (Lau Kong) also forbids him from interfering with this case. At this time, Fat Goose's house was also torched and was determined to cooperate with Pitt to tackle the triads.

Warsaw's liberation allies is actually a terrorist organization under the banner of a revolution and in order to show their strength, they prepare to create a bombing incident when the US business delegates visit Hong Kong to achieve their political objectives. The CIA finds clues and sends Detective Gary Redner (Peter Lapis) to Hong Kong to prevent this conspiracy. Due to the matter of politics, Hong Kong's political department also sends Inspector Lee Ting-bong (Danny Lee) to assist Redner in the operation. The two cops from different environment were incompatible working together at first, but they gradually produced a profound friendship and they work together to shatter the terrorists' attempt to create an explosion and wounded Hannibal (Vernon G. Wells), the leader of the organization. However, thing are not over yet, as Hannibal breaks into the television news department and takes all the staff hostage including Lee's girlfriend Ann (Rosamund Kwan) and prepares to create a bloodshed to be broadcast throughout the world. In Cambodia 1975, the eight-year-old Wai Lok-yan witnessed the tragedy of his parents being killed by Ray Lui (Paul Chun) while hiding in the closet with his younger sister. Back then, Yan's father Wah (Phillip Ko), Ray and Seung (David Chiang) were war comrades working for the CIA in Cambodia. Like the first film, this follows the fraternal bond of two inmates, once again Ching, but this time with "Brother Dragon", a boss of the "Black Rats" gang. Ching escapes the prison in order to see his son, Leung was placed in an orphanage after his grandmother died, and gets into trouble with "Assassin"'s replacement, Officer Zau. Ching escapes a second time to follow Boss Dragon after he lied about jumping off a cliff to escape. Ching looked for his son and intended to bring him along, but was refused by the social worker.

The plot mostly involves the two main characters, Ching and Yiu and problems they face with Mickey, a fellow inmate and "Scarface", a high-ranking officer. Yiu is sentenced to three years for manslaughter. In a fight for his father, he kicked a man onto the path of a bus. Ching was sent to prison for killing his wife for being a prostitute. During the end of the film, inmates decide to go on hunger strike to protest against the cigarette price rise, this causes problems with "Assassin". Ching bit "Assassin"'s ear off and gets an extended sentence, Yiu is released from the prison.
