Jake "the Muss" Heke is now fighting to save his son Sonny from a gang lifestyle after his eldest son, Nig, is killed in a gangland shootout. Jake goes through a period of hopelessness as he tries to restore his family to a functioning state after his anger, drinking, and violence (depicted in the first film) tore them apart. He still has trouble accepting the old traditional ways of the Māori people, but he begins to realise the importance of family and regrets what his former actions have done to them. Towards the end of the film, Jake does his best to reconcile with his family, even going so far as to save his son's life despite great personal risk to himself. This action, along with several others, serve to highlight Jake's changing characteristics.

In the isolated and fictional South Australian fishing town of Prospect Bay, the only thing that connects the black and white communities is football. Gary "Blacky" Black (Nathan Phillips) and Dumby Red (Luke Carroll) are an exception; teenage best friends from different sides of the tracks. Dumby is the star of the football team and likely to become the next big Aboriginal star in the big leagues. Gary is the bookish son of hard-drinking and brutal white fisherman Bob Black (Simon Westaway). He is attracted to Dumby's beautiful sister, Clarence (Lisa Flanagan). Blacky's supportive mother helps him become a better player as he is chosen to be the ruckman in the teams upcoming grand final. Blacky has to overcome thumper, the star player for the opposition. When gameday arrives Blacky at first struggles to make an impact on the game but Dumby inspires the team kicking several goals. When Dumby gets a mark near goals with the scores tied he hands it off to a team mate instead of taking the shot. The player kicks a point and blacky has to run into thumper to stop him from kicking the winning goal. Their team wins the premiership, but Dumby and Blackys elation is short-lived. Dumby is passed over for the best-on-ground medal for the coach's son Simon Robertson. Dumby is disgusted and angered by the obvious racially motivated decision.

Manimekalai (P. Bhanumathi) is the daughter of Madhavi (Sandhya) and Kovalan, grows up to a beautiful woman. Since, her grandmother Chitrapathi (T. V. Kumudhini) and mother Madhavi being renowned courtesans, Manimekalai too learns from them and is accomplished in music and dance. Prince Udhaya Kumaran (T. R. Mahalingam) is smitten by Manimekalai’s bewitching beauty and professes his love for her. However, destiny had other plans for Manimekalai. The sea Goddess Manimekalai, carries her away from Kaveripoompattinam to the southern island of Manipallavam in Naga Nadu. Manimekalai wakes up from her trance and is mystified at the alien surroundings. While wandering about the island Maṇimekalai comes across the Dharma-seat, the seat on which Buddha had taught and appeased two warring Naga princes, and placed there by the God Indra. Those who worship it miraculously know their previous life. Manimekalai automatically worshiped it and recollects what has happened in her previous life.She comes to a place sanctified by Buddha, and in flash, revelations of her earlier birth dawn on her. She learns that Udaya Kumaran was her husband in her previous birth. Goddess Manimekalai teaches her the art of astral travel and the secret of metamorphosing herself into another being. Goddess Tivatilakai (Deeva-Teelakai or Dvīpa Tilakā) appears now before Manimekalai and inculcates in her the doctrines of Buddhism. Following the instructions of the Goddess, Manimekalai goes around a pond from the middle of which a bowl emerges and places itself on Manaimekalai’s outstretched hands. This is the Amudhasurabhi (cow of abundance), the cornucopia that would never deplete which will always provide food to alleviate hunger.
