Joe Bomowski (Sylvester Stallone) is a tough cop. When his seemingly frail mother Tutti (Estelle Getty) comes to stay with him and progressively interferes in his life, it drives him crazy. After cleaning his gun with bleach and finding out she ruined it, she buys him an illegal MAC-10 machine pistol, where she witnesses the murder of one of the men that sells her the gun. While taken to the police station, she refuses to work with and starts poking around in his police cases. The gun purchased was part of a collection taken from a burned building, and the gun insurance money was received.

A serial killer/vigilante known as the "Party Crasher" (Stephen Lang) telephones the police, notifying them that he is about to murder another individual at a night club, daring them to stop him. Police converge on the night club, but the officers, including tough but cynical NYPD cop Lieutenant John Moss (James Woods), are unable to stop the gunshot killing of a local drug dealer. The Party Crasher flees in the ensuing chaos, and Moss is thrown off a car while trying to stop the killer. A group of thieves calling themselves the Santa Claus gang are wreaking havoc, and the Marseille police are, as usual, unable to keep up. Superintendent Gibert (played by Bernard Farcy) is distracted by a Chinese journalist (Bai Ling) writing a story on his squad. Detective Emilien's wife, Petra, has just announced that she's pregnant and taxi driver Daniel (Samy Naceri) is in the midst of a relationship crisis. His long-suffering girlfriend Lilly has walked out on him after finding him customising his taxi at four o'clock in the morning, and complaining that their house has become a mere garage. After a string of mistakes in which the thieves outsmart the police time and time again, a journalist is kidnapped. It is revealed that the journalist is the leader of the Santa Claus gang. The police go in search, but Emilien is captured after another botched attempt to arrest them. The journalist sets a trap; she leaves Emilien tied to a chair in an old warehouse, directly in the path of a giant ball which will crush him five minutes later. At the very last moment, Daniel rushes in with his taxi and rescues him. They track the gang to their hideout in the Swiss mountains, where the journalist and her accomplices are arrested by a crack team of Alpine troops. Gibert lands in an ice-bound lake after leaping from an aircraft with them. Petra gives birth, Daniel proposes to Lilly and a Gibert is seen being pushed around in a wheelchair covered in ice.

A Belgian criminal, wanted all over Europe for his crimes, is in the custody of the Police Department of Marseille to be watched for a few hours before transfer to a prison in Congo. A Japanese minister of defence is traveling to Paris to sign a weapons contract between Japan and France, but first, he is visiting Marseille to view and rate the city police's anti-gang tactics (using fake attacks on him). One day, they are informed of a drug deal taking place later that night. Both detectives meet for the first time at the location, but discover a dead body that is wire-tapped before the FBI arrive and surround the duo. Agent Wyler (Lewis Arquette) finds Cash's backup Walter PPK pistol on the floor with a silencer attached and arrests both Cash and Tango. At their murder trial, Tango and Cash are incriminated by an audio tape, secretly given to Wyler by Perret's henchman Requin and verified in court by an audio expert, which appears to reveal them shooting the undercover FBI agent after discussing a drug purchase. They plead no contest to a lesser charge in exchange for reduced sentences in a minimum-security prison, but are instead transported to a maximum-security prison to be housed with many of the criminals they arrested in the past.

London-based gangster George Thomason and his right-hand man, Ken Pile, an animal lover with a bad stutter, plan a jewel heist. The robbery goes well, and the thieves get away with a large sum in diamonds. However, they are briefly spotted during their getaway by Mrs. Coady, an elderly lady walking her three dogs. The group then hide the loot in a safe in an old workshop. Soon after, Wanda and Otto betray George to the police and he is arrested. They return to collect the loot, with Wanda planning to double-cross Otto as well, only to find that George has moved it. Wanda decides to seduce George's barrister, Archie Leach, so that he can persuade George to plead guilty and give up the location of the diamonds. Unhappily married, Leach is brow-beaten by his vindictive wife, Wendy, and spoiled daughter, Portia, and he quickly comes under the spell of Wanda's charms.

They find out that Dave is going to rob a house that night so they stake out the house to retrieve the card and gun. Jimmy and Paul arrest Dave and discover he has sold the card and gun for drugs.

Whilst working for the CIA, Chan Ka-kui (Jackie Chan) is assigned to follow leads of a nuclear smuggling case. However, Natasha's partner is an unknown man, who turns out to be Jackson Tsui (Jackson Liu), a Chinese American nuclear scientist with CIA links, suspected of stealing a nuclear warhead. Ka-kui follows Tsui to a restricted area, and after a trap set by Tsui, the CIA agents together with Ukrainian authorities engage in battle. Ka-kui finds a briefcase which contained evidence from Tsui, but as he is chased by unknown forces, Ka-kui loses the briefcase as he falls into frozen waters.
