In western China, 48 BC, a security company under China's current government called the Silk Road Protection Squad is committed towards stopping battles and promoting the idea of peace. Huo An (Chan), the captain, successfully averts a battle between the Indians and Huns. The group returns to their unnamed home city, where Huo An's wife serves as a schoolteacher for orphans. However, the government uncovers evidence that someone in the group is corrupt, causing the entire group to be sentenced to construction work at Goose Gate, a ruined fortress. Once they arrive, the group pays respects at the shrine of a fallen Chinese general, since they originally were child-slaves of Hun descent, but later the general had rescued them.
Set in China during the warring 1920s,"Pocky Mark" Zhang Mazi (张麻子; Jiang Wen) leads a group of bandits (each of whom is numbered rather than named). The gang ambush a government train carrying Ma Bangde (马邦德; Ge You), who is on his way to Goose Town (鹅城 E-cheng) to assume the position of governor. Ma's train is derailed, killing both his bodyguards and his counselor, Tang (汤师爷 Tang-shiye; Feng Xiaogang). Ma has no money, having spent it all to buy his position; to avoid being killed by Zhang's bandits he lies to them, claiming that he is actually Counselor Tang and that his wife (Carina Lau) was the dead governor's wife. He tells the bandits that, if they spare him and his wife, he will help Zhang to impersonate Ma and pilfer Goose Town's finances.
In the 500 years that have passed since the events of the previous film, the fox demon Xiaowei has been imprisoned in ice for violating the demon code. Que'er, a quirky bird demon, rescues Xiaowei, and two leave in search of a man who is willing to give his heart to Xiaowei so that she may become human. They first encounter a boorish prince who scoffs at the suggestion, so they take his heart. Xiaowei uses her magical powers to bait another potential donor, a general who dons a gold mask that covers half of his face. Curious about the general's identity, Xiaowei incapacitates him, but discovers later that her rescuer is not a man, but a woman with half of her face disfigured.

In the South China Sea a Chinese fleet is attacked by a mysterious sea creature, destroying many ships and leaving the remainder severely damaged. Shortly afterwards, the young Dee Renjie (Mark Chao) arrives in the Imperial Capital Luoyang, after receiving a recommendation to join the Ministry of Justice. In an attempt to appease the sea creature, the city officials have selected the beautiful courtesan Yin Ruiji (Angelababy) to be given to the monster. Empress Wu (Carina Lau), currently serving as the regent for the current emperor, charges Yuchi (Feng Shaofeng), a member of the Ministry of Justice, to investigate the sea monster attacks, threatening execution if he does not succeed in ten days. Shortly after arriving at the temple to be cleansed before the ceremony, Yin Ruiji is attacked by a group of bandits. The attackers are intercepted by Dee, who uses his powers of deduction to anticipate the threat against Ruiji. While Dee and the kidnappers are occupied, the unconscious Ruiji is taken by "the sea monster" but is rescued by Dee before the creature is able to escape. Upon arriving at the temple and defeating the last of the attackers, Yuchi has Dee arrested and sends Yin to Swallow House to rest and to protect her. After being taken to prison, Dee catches the attention of medical assistant Shatuo (Lin Gengxin). Dee quickly deduces Shantuo's origins and background and enlists his help to feign a dangerous illness. They immediately ride to Swallow House.
In 1937, Japan invades China, beginning the Second Sino-Japanese War. The Japanese Imperial Army overruns China's capital city, Nanking, in December and carries out the systematic and brutal Nanking massacre.
Detective Zhong Wen heads to Wu Bar in search of his estranged daughter, Miao Miao, who is now the girlfriend of the nightclub's owner, Wu Jiang. However, Zhong disapproves of Miao's relationship, which leads to an argument between the father and daughter. Before Zhong can make amends with Miao, he is struck in the head by an unnamed assailant, in a plot orchestrated by Wu.
