In 1988, businessman Oh Dae-su (Choi Min-sik) is arrested for drunken behavior, missing his daughter's 4th birthday. While Joo-hwan is talking to Dae-su's wife on the phone, Dae-su is kidnapped. He wakes up in a solitary confinement in a hotel-like prison. Confined with no human contact or explanation for his kidnapping and frequently gassed with a possibly mind altering drug, Dae-su soon learns through news reports his wife has been murdered, and he is the prime suspect. Dae-su passes the time shadowboxing, planning revenge, and secretly attempting to tunnel out of his cell.

On her way to school, a young girl named So-won (which literally means "wish" or "hope" in Korean) gets sexually assaulted by a drunk older male stranger. As a result, she suffers multiple internal injuries and has to undergo a major surgery, but her emotional wounds are equally difficult to heal. Their happy family shattered, her parents Dong-hoon and Mi-hee go through feelings of pain and rage. From the trauma of that day, So-won refuses to see or talk to her father, so Dong-hoon hides beneath the costume of his daughter's favorite cartoon character and becomes a "guardian angel" at her side. Thanks to the love of those around her, So-won's condition gradually improves. At the sight of So-won slowly finding stability and laughter, her family also begins to change and enters a new phase in their lives, trying to find hope in the midst of their sorrow and despair.

Detective Seo Tae-yoon is sent from Seoul to assist them; their methods clash and he is unable to convince them they are dealing with a serial killer until his predictions of another murder come true. He realizes that the killer waits until a rainy night, and only kills women wearing red. A female police officer realizes that a local radio station is always requested to play a particular song during the nights the murders are committed.

Lee Yong-go is a mentally impaired father with the intellect of a six-year-old, who lives in a run-down house along with his daughter of the same age, Ye-sung. One day, he gets into a physical altercation with the police commissioner, who has just purchased the last Sailor Moon backpack for his daughter, a gift Yong-go was saving up to buy for Ye-sung. Soon after, the police commissioner's daughter dies in a freak accident, in which she slips on ice and suffers a fatal blow to the back of her head while she is taking Yong-go to another store that sells the same backpack. When he tries to resuscitate her, a woman witnesses him and mistakes him to be molesting her. Yong-go is falsely accused of the abduction, murder, and rape of a minor. The police quickly took advantage of his disability and forced him to admit committing the crimes while ignoring exonerating evidence. Yong-go, who is sentenced to death, is imprisoned and assigned to Cell No. 7, the harshest cell in a maximum security prison.

Kang In-ho (Gong Yoo) is the newly appointed art teacher at Benevolence Academy, a deaf school children in the fictional city of Mujin, North Jeolla Province. He is excited to teach his new students, yet the children are aloof and distant, trying to avoid running into him as much as possible. In-ho does not give up, however, trying to show the kids that he cares. When the children finally open up, In-ho faces the shocking and ugly truth about the school and what the students have been enduring in secret: the children are being physically and sexually abused by their teachers. When he decides to fight for the children’s rights and expose the crimes being committed at the school, In-ho teams up with human rights activist Seo Yoo-jin (Jung Yu-mi). But he and Yoo-jin soon realize the school’s principal and teachers, and even the police, prosecutors and churches in the community are actually trying to cover up the truth. In addition to using "privileges of former post" (Jeon-gwan ye-u) the accused do not hesitate to lie and bribe their way to get very light sentences.

Part one The film tells the love story of a male engineering college student, Gyeon-woo, and "the Girl" (who is never named in the movie). Gyeon-woo just cannot seem to catch a romantic break. One day, at dinner, Gyeon-woo is interrupted by a call from his mother, telling him to visit his aunt and meet a potential date. At the train station on his way to his aunt's, he observes a drunk girl, standing precariously close to the edge of the train platform as the train approaches; he pulls her to safety just in time. Inside the train, Gyeon-woo cannot help but stare at the girl who is his "type" but repulsed by her drunkenness. Finally, she throws up on a passenger and faints but not before she calls Gyeon-woo "honey". The passenger aggressively chides Gyeon-woo and tells him to take care of his "girlfriend". Gyeon-woo, completely flustered, carries her all the way to the nearest hotel. Thus begins his comically ill-fated relationship with the Girl. They meet each other again after Gyeon-woo gets locked up in jail over a misunderstanding, and over soju the Girl cries, admits to breaking up with her boyfriend the day before and gets thoroughly drunk, resulting in a second trip to the same hotel.

When he breaks into one large home, he is unaware that he is being watched by an abused housewife Sun-hwa (Lee Seung-yeon). Tae-suk leaves after making eye contact with Sun-hwa, but then returns. He witnesses Sun-hwa's husband abusing her and proceeds to catch his attention by practicing golf in the yard. He hits Sun-hwa's husband with golf balls and then leaves with Sun-hwa.
