Police investigator Micha Stein receives a tip that a singer, Shalom Shalom, is responsible for a recent robbery. Stein, who is excessively ambitious, arrests Shalom. A cat-and-mouse follows with two equally stubborn men playing off the contradictions of the characters. A wedding photographer with a crush on Shalom, Shalom's unconventional relationship with his wife, his line of work, his sliding moral compass all work against the inflexible Stein, who becomes captivated by Shalom's wife.

Gruder meets with several rabbis to discuss the subject of masturbation within Haredi society. He learns how Haredi teenage boys traditionally deal with the subject, with various relaxation exercises, and also discovers that Haredi men are taught not to touch their penises while urinating. When Ahmed, a Palestinian guerrilla, is killed, his brother Omar takes his place. Omar is wounded while disguised as an Israeli but escapes from the hospital to avoid questioning. Before being transported to the safety of the camps, he is treated by David, an Israeli doctor and friend of the family. David’s conscience persuades him to go to the camp to help alleviate the suffering. The resistance he gets from some of the militants culminates in the death of him and Omar.
