For two years, Renzo Martens travels with his camera through the poorest and most violent areas of the Congolese interior. In these regions, where poverty is the highest export product, Martens start an emancipation program in which he encourages local communities to monetize their poverty. The local photographers, who are showing proudly their pictures of marriages and births, are encouraged to face their lenses on the most cruel and shocking situations. Renzo Martens explains carefully how they should shoot the jutting ribs of a malnourished child to make the picture attractive to sell to Western newspapers. When hope is flickering in the eyes of the Congolese photographers, it all comes down when they notice they will never obtain a press card to enter closed war zones. In this respect, Martens can only acknowledge the hopeless situation and organizes a party in the jungle to indulge their poverty.

As Rachel recalls the past near a riverbank, the film then flashes back to 1944, and begins the story of Rachel Stein, a Dutch-Jewish singer who had lived in Berlin before the war and is now hiding from the Nazi regime in the occupied Netherlands.

In the Netherlands of the 1920s, Dreverhaven (Decleir), a dreaded bailiff, is found dead, with a knife sticking out of his stomach. The obvious suspect is Jacob Willem Katadreuffe (Van Huêt), an ambitious young lawyer who worked his way up from poverty, always managing to overcome Dreverhaven's personal attacks against him. Katadreuffe was seen leaving Dreverhaven's office on the afternoon of the murder. He is arrested and taken to police headquarters, where he reflects back on the story of his long relationship with Dreverhaven, who, police learn, is also Katadreuffe's father.

Part of the story is set in London, where Queen Wilhelmina (Andrea Domburg) has residence. A woman, Sintel, is attacked while traveling through a wintery mountainside. After defeating her attacker and taking his spear, she finds refuge in a shaman's hut. He asks her why she's travelling, and she confesses she's looking for a dragon, leading into a flashback. Sintel was a homeless loner, looking for food when she discovered an injured baby dragon. She nursed him back to health and named him Scales, the two quickly formed an emotional bond. One day while Scales was flying he was captured by an adult dragon. Determined to get him back, Sintel began the long and dangerous journey that led her to the shaman's hut.
