Après les attentats du 11 septembre 2001, la CIA se lance dans la guerre contre le terrorisme en pratiquant notamment des interrogatoires brutaux voire sadiques sur les détenus arrêtés et emprisonnés. Membre importante du Parti démocrate, la sénatrice Dianne Feinstein charge l'un de ses hommes, Daniel J. Jones, de mener une enquête sur leurs méthodes douteuses et immorales, dissimulées au peuple américain. Son investigation explosive révèle leur technique d'interrogatoire renforcée protégée et adoubée par le gouvernement américain, qui donna leur soutien et leur accord à la CIA pour qu'elle torture les suspects afin de leur soutirer des informations capitales. Après plusieurs années de recherches prouvant l'existence de ces pratiques cruelles passées sous silence, Jones rédige un rapport d'environ 500 pages, commandé par la United States Senate Select Committee on Intelligence, mais sa publication s'avère plus compliquée que prévu. En effet, la Maison-Blanche et la CIA mettent tout en œuvre pour étouffer les révélations de son enquête.

The film opens with two bandits breaking into a railroad telegraph office, where they force the operator at gunpoint to have a train stopped and to transmit orders for the engineer orders to fill the locomotive's tender at the station's water tank. They then knock operator out and tie him up. As the train stops it is boarded by the bandits—now four. Two bandits enter an express car, kill a messenger and open a box of valuables with dynamite; the others kill the fireman and force the engineer to halt the train and disconnect the locomotive. The bandits then force the passengers off the train and rifle them for their belongings. One passenger tries to escape, but is instantly shot down. Carrying their loot, the bandits escape in the locomotive, later stopping in a valley where their horses had been left.
L'histoire se base sur les faits réels survenus en Ouganda en juillet 1976. À la suite du détournement d'un avion d'Air France par des pirates de l'air acquis à la cause palestinienne vers l'aéroport d'Entebbe, un commando israélien est envoyé pour mettre fin à la prise d'otages. Ce raid militaire est officiellement connu sous le nom d’opération Tonnerre, opération Jonathan ou raid d'Entebbe.
Dans un village au Moyen-Orient, la population se prépare à des représailles américaines en préparant des abris de terre cuite. Personne n'appréhende vraiment ce qui s'est passé à New York, mais ils savent que, même s'ils n'ont rien à voir avec cela, ils vont en subir les conséquences. Le film dénonce la manière dont des villages innocents dont la réalité n'a rien à voir avec les attentats du 11 septembre subissent finalement le même sort que les tours, sans vraiment comprendre.
En décembre 1994, quatre terroristes du Groupe islamique armé (GIA) prennent en otage le vol 8969 d'Air France à l’aéroport d'Alger - Houari-Boumédiène, avec 227 personnes présentes à bord. Les terroristes revendiquent la libération de leurs camarades d’armes et exigent le décollage immédiat de l’avion. Ce n’est cependant qu’après de longues négociations diplomatiques tendues entre les gouvernements français et algérien et l’exécution de trois passagers que l’avion quitte Alger et atterrit à l’aéroport Marseille-Provence.
The Caribbean Star, a combination cargo ship and floating casino is hijacked by terrorists led by Luis Carreras (John Vernon), who installs an atomic bomb, holding both the passengers and the bomb hostage, hoping to exchange them for the gold bullion on an U.S. Treasury ship. However, First Officer John Carter (Richard Harris), Susan Beresford (Ann Turkel), and Dr. Marston (Gordon Jackson) join forces to foil the plan. David Janssen and Burgess Meredith also appear in supporting roles.
In New York City, four men armed with submachine guns and using code names (Mr. Blue, Mr. Green, Mr. Grey, and Mr. Brown), wearing similar trenchcoat, glasses and mustache disguises, board the Pelham 123 subway train at different station stops. The men take hostage seventeen passengers and the conductor, isolate them in the train's first car and then separate the car from the rest of the train.
The film focuses on the basic facts of the rescue of hostages held when hijackers belonging to a splinter group of the Popular Front for the Liberation of Palestine under the orders of Wadie Haddad boarded and hijacked an Air France plane. It recounts the events and response of the Israeli government and the controversy that the rescue stirred.
The movie showcases the first 48 hours of the hijacking, until Derickson's liberation. After the aircraft leaves Athens, Derickson is forced at gunpoint to the flight deck door by "Castro", one of the terrorists. She is able to defuse the situation by communicating with him in German, convincing him to release hostages upon landing in Beirut and Algiers and pleading for the other hijacker to stop harming the passengers. Her efforts are shown to save the lives of all but one hostage, Robert Stethem, whose body was thrown on the tarmac in Beirut.
Edward James Olmos plays Detective Anthony Piscotti, a New York City police officer. He is trying to crack the taking of a subway train where the antagonists are holding the passengers for ransom.
