The plot revolves around the characters of three teenagers living in the suburbs of Los Angeles. Bill (Eric Stoltz) has just graduated from high school and got his first apartment. Todd Howard (Jason Bateman), the cousin of Scott Howard, has recently been accepted into Hamilton University on a full athletic scholarship on the recommendation of Coach Bobby Finstock (Paul Sand), who was Scott's basketball coach at Beacontown High. Finstock's hope is that Todd has the family genes to become a werewolf and turn Finstock's new struggling boxing team into championship contenders. Having never been much good at sports, and because he is more interested in being a veterinarian, Todd is certain that Finstock has the wrong guy. During a meet and greet reception of school alumni, Todd has his first "wolf-out" while dancing with a seductive hostess. At first, Todd is horrified by his "family affliction", and fellow students begin to harass him. Then, during his first boxing match, after nearly getting knocked out, Todd has his second "wolf-out" only this time he is able to display his supernatural agility and strength and has a dramatic come from behind victory, thus earning the admiration of the students as well as the strict Dean Dunn (John Astin).

The film begins with Sid Soupir admiring the girl of his dreams, Angie. His friend, Pierre (also called Tiger), encourages him to talk to her. Sid agrees but decides to impress Angie with his skateboarding moves first. At first he succeeds in getting Angie's attention, but then he crashes into a vegetable cart. Angie's two friends, Margot and Clemence, laugh while Angie pulls Sid to his feet. Sid offers to make plans with Angie as Angie's sort-of boyfriend, Virgile, and his friends watch from a distance. Angie agrees and offers to get Sid's cellphone number but Sid replies he does not have a cellphone at all. Tiger butts in, making up a lie that Sid had to cancel his cellphone plan because a crazy Russian ex-girlfriend was stalking him. Unimpressed, Angie's friends lead her away.

During the Great Depression, the quick-witted George Milton (Gary Sinise) looks after his physically strong companion, Lennie Small (John Malkovich), who is also mentally disabled. The two are fleeing from their previous employment as workmen in Weed, California. Other farmers chase them after Lennie was accused of attempted rape when he touched and held onto a young woman (Moira Harris) and her pretty red dress, prompted by his love of stroking soft things. George and Lennie escape, hop on board a train, and obtain work passes from a new town. A bus was supposed to transport them to a new ranch for work, but the bus driver drops the two off 10 miles beforehand. While walking down the road to the ranch, George gets aggravated by Lennie's incessant questioning about where they are going, since he easily forgot three times. George then catches Lennie petting a dead mouse he accidentally killed while stroking it too hard since he never knows his own muscular strength. Despite Lennie's pleas to keep the dead mouse and his claims that he did not kill it, George takes it away and throws it, causing Lennie to cry. George, showing sympathy, tells him he will probably get him a puppy.

After trying and failing for most of the time, they pledge to restore the book, and to do this, they must find Levenstein and all the other people who wrote in the book, and start the restoration.

Molly Morris (Cyrus), a private investigator based in Dallas, takes photos of cheating men. During one of her investigations, F.B.I. Agent Armon Ranford (Piven), offers her a job with the F.B.I., to watch over Alex Patrone (Lauren McKnight), the daughter of a Senator, who was involved in an organized crime case. Molly is reluctant at first, but ultimately decides to accept Ranford's offer. She goes undercover as a sorority student named Brooke Stonebridge. She meets Sasha Stolezinsky (Eloise Mumford), the head of the sorority and other members, including Becky, Cotton, Hunter, and Alex, whom she has been hired to protect. At first, she suspects that Sasha may be hiding something, but as it turns out, she only changed her identity from Suzy Walters, so she start a new life, rather than be an outcast. Molly also meets her love interest, Nicholas Dexter (Josh Bowman), another student at the college. Molly begins to suspect that one of her professors, Professor Talloway (Matthew Settle), when she discovers that Alex secretly goes off to his home on a lake. She continuously reports back to Ranford, who at one point tells her that Nicholas Dexter is not his real name. She does not believe him, and soon figures out that Ranford is not who he says he is. One night she follows Alex to Talloway's home, only to discover that her professor is actually a federal agent. She encounters a gunman, who doesn't kill her. She figures out that Ranford is behind the mask, who drives off with a kidnapped Alex and soon finds Talloway injured from a gunshot wound outside his home. When she returns to the sorority house, she encounters two federal agents working on the case. They are hesitant at first, but Morris convinces them to help her solve the case, with the help of her sorority sisters. They execute the plan, rescue Alex, and corner Ranford, who is arrested. Alex hands over a SD card, with the evidence in her father's case, to Molly. She hands over to the F.B.I. Molly's father, Sam Morris (O'Malley), who helped her with the case, greets her and meets Nicholas. The F.B.I. is pleased with Molly's work, and she is offered to work for them. She declines, and instead wants to continue at college. Two months pass, and she is taking photos of a guy Cotton is dating. Nicholas comes up to her, revealing they are dating. The film ends when they kiss.

Rusty James dismisses him, saying that Motorcycle Boy (whose real name is never revealed) has been gone for two months, leaving without explanation or promise of return.

James believes his inaction has gone unnoticed.
