Donna Price (Gloria Castillo) is picked up on a double date by Vince (Edward Byrnes). During the course of the evening she discovers that the car they are riding in is stolen. As the night unfolds, an argument ensues in the car and Vince tells the others to get out, leaving Donna as his only passenger. When she asks him if he is worried about the other couple notifying the police, Vince tells her that he would murder anybody who ever turned on him. Subsequently, the police attempt to pull Vince over for speeding. During the high speed chase, Vince strikes a pedestrian and kills him. He flees the scene leaving Donna alone in the car. Fearing for her life, she refuses to identify Vince as the car’s driver. Considered a juvenile delinquent, Donna is sent to a state school for girls.

The movie follows two female American officers (played by Maria Lease and Kathy Williams) who volunteer to enter a Nazi camp undercover to gain information from, and possibly rescue, an inmate. The camp's female inmates serve as prostitutes for German officers and are subjected to humiliating treatment, torture, and rape. When the two female agents learn that their target is being held in solitary detention, one of them arranges to be punished so that she can make contact. This leads to Lt. Harman (Lease) being stripped and strung up by her wrists. The target uses her body to free Harman and they attempt their escape. The escape plan ends in a climactic battle. The movie shows female full frontal nudity for a majority of the film.

Nine-year-old Nicki Johnson attends a funfair with her parents. Her father takes her on a merry-go-round ride, where Nicki becomes frightened. Nami Matsushima is found in a wedding chapel by police led by detective Hirose. They handcuff her, but she is able to escape. Kudo, a worker in a sex show club, rescues her. He is a radical with a history of problems with the police. One of the women from the sex show, who had unsuccessfully tried to seduce Kudo, finds Nami's handcuffs in Kudo's things, and informs the police. The police arrest and beat Kudo and then release and tail him back to Nami's hiding place.

Linda Blair stars as a 14-year-old runaway who, after getting arrested one too many times, is sentenced to do time in a girls' juvenile detention center, which doubles as a reform school for the girls. Blair's character, Christine Parker, comes from an abusive home. Her father (played by Richard Jaeckel) beat her on a regular basis, which caused Chris to run away many times. Her mother (Kim Hunter) is just as troubled as Chris is; unfeeling, sitting in her recliner, watching television and smoking cigarettes all day, and in denial as to what her husband is doing. While the movie had a morality play tone, calling attention to the harsh conditions of juvenile detention centers, it also blamed society for Christine's downfall.
