The film is set in 1880 in Big Whiskey, Wyoming, where Little Bill Daggett, the local sheriff and former gunfighter, does not allow guns or criminals in his town. Two cowboys, Quick Mike and "Davey-Boy" Bunting, disfigure prostitute Delilah Fitzgerald after she laughs at the small size of Quick Mike's penis. Instead of punishing the cowboys, Little Bill allows them to pay compensation to the brothel owner, Skinny Dubois. The rest of the prostitutes, led by Strawberry Alice, are infuriated by this leniency and offer a $1,000 reward to whoever can kill the cowboys.

Frank Drebin (Leslie Nielsen) is honored at the White House, where President George H. W. Bush (John Roarke) announces that he will base his recommendation for the country's energy program on Dr. Albert Meinheimer's (Richard Griffiths) advice at the National Press Club dinner the following week. The heads of the coal and oil (fossil fuel) and nuclear industries are apparently distressed by this fact, as Dr. Meinheimer is an advocate for renewable energy. Jane Spencer (Priscilla Presley), now working for Dr. Meinheimer, is working late at his research institute, crying about Frank. She spots a man in a red van. A maintenance worker, emptying out garbage cans, discovers a clock with dynamite attached and takes it to the security guards, accidentally triggering it. The next morning, Frank reacquaints himself with Jane as he interviews her about the explosion. He is shown around the institute and meets Jane's boyfriend, Hexagon Oil executive Quentin Hapsburg (Robert Goulet), of whom he becomes exceedingly jealous. Frank's boss, Ed Hocken (George Kennedy), finds him at a lonely blues bar. Meanwhile, at a meeting of the "energy" industry leaders, Hapsburg reveals that he has kidnapped Dr. Meinheimer and found an exact double for him, Earl Hacker, who will give their recommendation to the President endorsing fossil and nuclear fuels.

After experiencing visions of a nun, author Marie Adams (Romy Windsor) is in the middle of a meeting with her agent, Tom Billings (Antony Hamilton), when she has another vision of a wolf-like creature lunging from a fire, and begins to scream hysterically. Marie’s husband, Richard (Michael T. Weiss), discusses her condition with her doctor, agreeing that Marie’s overactive imagination is leading her into some dangerous territory. The doctor advises Richard to take Marie away from the pressures of her life for a few weeks. Richard locates a cottage in the small town of Drago, some hours from Los Angeles. Tom drives Marie there, but then departs quickly in the face of Richard throwing mad shade. Marie looks around the cottage and declares it to be perfect; but that night, while she and Richard are making love, Marie is disturbed by the sound of howling out in the woods.

Having spent a good deal of time enjoying the company of their newfound family and friends at Witch Mountain and intensively studying and practicing their supernatural powers, Tony and his sister Tia are in need of a vacation. Uncle Bené drops them off in their flying saucer at the Rose Bowl stadium in Los Angeles, California, after which the siblings quickly become separated from each other. A man named Dr. Victor Gannon (Lee) and his assistant Letha Wedge (Davis) happen to see Tony using his powers to save their henchman from certain death. Realizing that Tony has supernatural powers, Dr. Gannon drugs the boy with a tranquilizer shot and takes him back to their laboratory. There, Dr. Gannon successfully tests a new mind-control technology on him. Under its influence, Tony is completely hypnotized and does everything that his kidnappers want him to do, like stealing gold from a museum exhibit and stopping Tia from finding them. With Tony at his robotic bidding, Dr. Gannon hopes to achieve recognition within the scientific community and worldwide power, while Letha merely wants a return on her investment.

The Rolf family takes a summer-long vacation at a large, shabby neo-classical 19th-century mansion in the California countryside. The family consists of Marian (Karen Black), her husband Ben (Oliver Reed), their twelve-year-old son Davey (Lee H. Montgomery), and Ben's elderly Aunt Elizabeth (Bette Davis). The owners of the house are the Allardyce siblings, Arnold and Roz (Burgess Meredith and Eileen Heckart); there is also a caretaker called Walker. The Allardyces inform the Rolfs of a particularly odd requirement for their rental: their mother will continue to live in her upstairs room, and the Rolfs are to provide her with meals during their stay. The siblings explain that the old woman is obsessed with privacy and will not interact with them, so meals are to be left outside her door. Marian eagerly accepts this task, having already succumbed to the allure of the ornate house and its period decor. She becomes obsessed with caring for the home, begins to dress as if she is from the Victorian age, and distances herself from her family. Of particular interest to her is a room near the bedroom of Mrs. Allardyce, which contains collections of framed portraits of people from different eras and a music box.

It's summer, and shy, obsessed student, Ralf Gordon (Anthony James) stalks his high school teacher, 28-year-old Diane Marshall (Angel Tompkins) to a boatyard where he watches her in her swimsuit while she's relaxing on one of the boats from an old warehouse. His friends and fellow classmates, 18-year-old Sean Roberts (Jay North), to whom Diane is a neighbor, and Ralf's brother Lou (Rudy Herrera Jr.) also drive to the junkyard and watch her strip naked and exercise. Angry, Ralf yells at them brandishing a bayonet. Shocked at this Lou falls over the railings to his death, for which, Ralf blames Sean. A disillusioned Ralf tries to kill Sean but he manages to flee unharmed. His parents ask him on why he's so late at getting home to which Sean claims he forgot. Later that night while dressing for bed, Ralf confronts Sean again telling him the Sherriff is on his way threatening to cut the boy's tongue out should he tell him anything. The Sherriff questions Sean however Sean lies due to seeing Ralf eyeing him. The next day Sean meets up with Diane who invites him with her to meet up and have tea with some friends where Diane reveals that she knows about Ralf stalking her. Afterwards, on their way back home, she and Sean see Ralf who says he'll be waiting to see Sean at the warehouse. Diane invites Sean into her house for a drink. This soon accumulates into a moment of passionate lovemaking while Ralf, unknown to them, watches jealously. Afterwards, Diane asks Sean if he wants to do it again but he refuses on the grounds that his father will be home soon. Understanding this, Diane invites Sean to join her on her boat the next day, to which Sean happily agrees. The event of an intimate kissing act between the couple occurs while they are out on one of the boats having lunch, only this time Ralf threatens Sean with a handheld harpoon. However upon seeing Diane, his shy nature takes over and he flees. Later, Diane asks Sean out to dinner which he eagerly accepts. On their way back Ralf demands that he speak to Sean. Ralf, still under the disillusion that Sean killed Lou, threatens him once again with the bayonet. Diane then tells Sean's parents about Ralf's threats. The next day, after driving her home and having a pool party together, they make love once again. Diane receives a phone call from her drifter husband telling her that he's coming back. However Diane tells him she's divorcing him. As Sean gets into his van to drive home he is held at bayonet point by Ralf and ordered to drive to the warehouse. Sean manages to get away and arms himself with a rifle. Ralf reveals that the bullet is a blank. While Sean tries to flee, Ralf gets him in a chokehold which ends up killing him. Diane arrives on the scene looking for Sean however she finds Ralf. Ralf tells her that he killed Sean so he can be with her. Horrified at what Ralf has done, Diane tearfully rejects his advances. Overcome with anger and jealousy at Diane's love for Sean over himself, Ralf forces her down and tries to strangle her. Diane manages to stab him in the side with his own bayonet and flees leaving Ralf to bleed to death. Diane then finds Sean's body at the top of the outside stairway. Diane breaks down and weeps, cradling the body of her deceased lover.
