Davey is about to be sentenced to jail time when Whitey Duvall, a 70-year-old volunteer referee from Davey's former basketball league, who is himself an outcast and joke of the town because of his slight senility and often disturbing, childlike tendencies, intervenes and comes forward at his trial. The judge, at Whitey's suggestion, sentences Davey to community service as a referee-in-training for Whitey's Youth Basketball League. Under the terms of the community service, if Davey commits a felony before his sentence is completed, he will be sentenced to ten years in prison.

Michael Delaney, a cartoonist, attempts to get the other remaining bachelor, Kyle Brenner, married to a statuesque policewoman who Kyle said was the one that got away, so Michael can claim the fund to pay off a gambling debt. Unfortunately, the policewoman Kyle is trying to marry is the woman Michael has fallen in love with, Officer Natalie Parker. Michael then gets himself into all sorts of misadventures, from getting captured by a young woman and her grandmother with a bizarre BDSM fetish (the young woman seems like a quiet librarian at first glance) to trying to retrieve Kyle's surgically removed testicle, all the while attempting to pay off his gambling debt to the honked-off mobster menacing through selling his possessions, relieving himself of his "Tomcat" status, overcoming his fear of commitment, and finding true love.

While racing wildly with his friends in the snow, Richie's butler, Cadbury, controls the cars using a remote and guides the children back to Richie's house. He then reminds him about his responsibilities that are due to be executed on Christmas Eve, and instructs him to change his clothes and get ready for tea. Before going to do so, he visits his home scientist, Professor Keanbean, who shows him his recent invention, a wishing machine which works only on Christmas Eve. The day being that, Richie wishes for a "big pie" from it, and is given a "pig sty" instead. Cadbury is disgusted seeing this, and sends him off to change his clothes. He meets his parents, Richard and Regina Rich, to ask what they would like to have for Christmas. While with them, he also tries out his father's new fishing rod invented by Keanbean, which hooks on to a tuna sandwich in the vicinity. He then goes on to change his clothes.
