Bernard Cribbins, OBE (born 29 December 1928) is an English character actor, voice-over artist and musical comedian with a career spanning over seventy years. He came to prominence in films of the 1960s, and has been in work consistently since his professional debut in the mid-1950s.

Cribbins narrated The Wombles, a BBC children's television programme that ran for 40 episodes between 1973 and 1975, and played the pretentious guest Mr. Hutchinson in the "The Hotel Inspectors" episode of Fawlty Towers (1975), and the belligerent barman in Alfred Hitchcock's Frenzy (1972). He also recorded several novelty records in the early 1960s and was a regular and prolific performer on the BBC's Jackanory from 1966 to 1991. Having appeared as Tom Campbell, a companion to Dr. Who in the 1966 feature film Daleks – Invasion Earth: 2150 A.D., Cribbins also appeared four decades later as Wilfred Mott, a companion to television's Tenth Doctor.

Cliff Starkey (played by Paul Kaye), is a rebellious young bowls player. He dreams of playing for his country but always preferring to play by his own rules, was always disapproved by the local bowls club. After winning the local competition, he is subsequently banned from competing in the sport for fifteen years by Ray Speight (James Cromwell), the head of the local lawn bowls association, for writing an expletive on an opponent's scorecard. Picked up by sports agent Rick Schwartz (Vince Vaughn), Starkey is re-branded as the "bad boy of bowls", turning the normally sedate sport into a glitzy, in-your-face competition. He and Speight take on Australia's unbeaten Doohan brothers in "The Ashes", a one-off tournament in a custom-made bowls arena in Torquay. They make a comeback thanks to Speight's experience and Starkey's extravagance, while Cliff also bends the rules to the maximum to force the game into extra time, much to the disbelief of Carl and Mark Doohan.

When a 12-year-old chimney sweep is wrongfully blamed for being a thief, he makes a run for it and ends up jumping into a violent river. There he encounters a civilization of anthropomorphic underwater creatures. Before he can return to the surface and clear his name, however, he must help rescue his new friends, the Water Babies, from their nemesis. Featured voices include those of James Mason, Bernard Cribbins and Tommy Pender. The film starts and ends similarly to the book, though in the book Tom actually dies, and is only allowed above the sea on a temporary basis. The movie also adds a whole new subplot, involving a Killer Shark, an Electric Eel and the mythical Kraken, who decides whether or not Tom can return to the surface. There are also several invented characters, which Tom befriends on his quest: Jock, a Scottish lobster, Terence, an effeminate starstruck Seahorse, and Claude, a foppish French swordfish.

Kenneth Williams and Barbara Windsor are imprisoned in a Pinewood Studios projection room and trawl through film can after film can of the classic Carry On series. Kenneth is delighted with the slap-up food hamper and champagne, while Barbara loads the vintage clips. As the films remorselessly play out, Kenneth feels the need to relieve himself but Barbara is determined to plough through every film. Finally, scenes of speedy roadside urinating from Carry On at Your Convenience prove too much for Kenneth to bear but he holds back the flow to enjoy his finest role as the Khasi in Carry On... Up the Khyber. While Kenneth pontificates about the glories of the Empire, Barbara leaves the projection room and locks her co-star in. Unable to hold out any longer, Kenneth goes against the projection room door.

In London, a serial killer is raping women and strangling them with neckties.
