On the last day of school in 1988, Phyllis Nefler (Shelley Long) is a Beverly Hills wife recently separated from her husband, Freddy (Craig T. Nelson), a wealthy owner of an auto shop chain. Freddy feels Phyllis has become a self-absorbed "shopaholic" who never follows through on her commitments, and that she has drifted from the caring, imaginative personality that made him marry her. To prove him wrong, Phyllis decides to become the new den mother of their daughter, Hannah's (Jenny Lewis) unruly, leaderless local girl scout troop of Wilderness Girls. While Phyllis is boutique-hopping along Rodeo Drive, the council is overlooking her application, then approving it as they believe Phyllis has the makings of an excellent den leader. Although Phyllis severely lacks the skills found in most troop leaders, she resolves to teach the girls how to survive in "the wilds of Beverly Hills," even customizing new merit badges for her troop. One campout results in the troop getting hit by a rain squall, which Phyllis and the girls flee to the Beverly Hills Hotel. Despite her unorthodox ways, Phyllis demonstrates an unwavering commitment to the girls' well-being and acts as a surrogate mother/friend to the girls, who are often neglected by their own wealthy and distracted parents. However, during an award ceremony on a yacht, a woman gets knocked overboard and asks for a life saver and Phyllis responds which flavor. Fred remarks he was hoping to see Hannah learn a few outdoors and civil defense skills, such as first aid, and he is unsure about that under Phyllis' mentorship. Her unorthodox methods also run afoul of another scout leader, Velda Plendor (Betty Thomas), a mean-spirited, retired army nurse who runs her troop, the Culver City "Red Feathers" (of which her own daughter, Cleo (Dinah Lacey) is a member), like a military unit. Because Velda has considerable pull at the regional council level, she declares Phyllis' customized merit badges ineligible and sends her assistant troop leader, Annie Herman (Mary Gross), to infiltrate Troop Beverly Hills.

Rudy Russo (Kurt Russell) is a young and cunning used car salesman in Phoenix with aspirations of running for senate. He works at the struggling New Deal used car lot owned by the elderly Luke Fuchs (Jack Warden), who agrees to help invest $10,000 in Rudy's campaign if he promises to keep the business alive. Meanwhile, across the street, Luke's younger brother Roy L. Fuchs (also played by Warden) is desperate to keep his used car lot from being demolished and replaced by a proposed freeway exit. Wanting to collect life insurance money and New Deal from Luke, Roy hires his mechanic, ex-demolition derby driver Mickey (Michael Talbott), to recklessly drive Luke's 1957 Chevrolet Two-Ten coupe around the block with Luke in the passenger's seat. After the Chevy crashes back into the lot, Luke dies of a heart attack, but leaves Rudy with evidence that Roy staged the "accident". In an attempt to prevent Roy from gaining any inheritance, Rudy has his superstitious co-worker Jeff (Gerrit Graham) and mechanic Jim (Frank McRae) help him bury Luke in the lot's backyard in an Edsel that was once New Deal's sign ornament. They explain to Roy that Luke went on a vacation to Miami.

The plot of the movie revolves around a new television network called TunnelVision which is notably free of censorship and has thus become the most-watched channel in television history. In the then-future year of 1985, the president of TunnelVision (Proctor) is under Senate investigation led by a Senator (Hesseman) who wishes to shut down the channel due to its perceived widespread negative effects on the population of the United States. The bulk of the movie consists of commercials, shorts, and trailers for fictional movies that are usually not connected to one another. These are being shown during a Congressional Oversight Committee hearing as a representative day of TunnelVision programming. At the end of the film, the committee finds in favor of TunnelVision, but the network president is shot and killed by a crazed French chef who had been a running gag throughout the segments.

During a benefit concert in Paris, France, David Seville (Jason Lee) is injured. Having to recuperate there, Dave asks his aunt (Kathryn Joosten) to look after the Chipmunks, Alvin (Justin Long), Simon (Matthew Gray Gubler) and Theodore (Jesse McCartney). Arrangements are also made for them to go to school at West Eastman High School. After another accident, the Chipmunks are left in the care of Toby (Zachary Levi), Jackie's grandson. The movie begins with Kate (Brittany Snow) discussing her mother Lori's (Jenny McCarthy) series of bad relationships which always causes the family to move to a new town. She and her mother move to a suburb of Portland, Oregon and Kate gets a job as a waitress. At the Bureau of National Security headquarters, BNS Special Agent Alex Scott is accosted by his rival, Carlos, before being briefed on his next mission. Scott is assigned to recover a stolen fighter plane sold to arms dealer Arnold Gundars. The plane is known as the "Switchblade" and is invisible to both radar and the naked eye. The BNS learns that Gundars is sponsoring Middleweight world boxing champion Kelly Robinson's next match, and is using the event to auction off the plane. The agency has contacted Robinson and assigned him to be the civilian cover for Scott's mission. Scott and Robinson travel to Budapest, where Scott plans to penetrate Gundars' compound during a pre-fight party.

Howard Stern boards a flight home following an appearance at the MTV Music Video Awards as his alter-ego, "Fartman". He finds himself seated next to Gloria (Carol Alt), who is visibly repulsed by him. He begins to tell his life story in his mind from his childhood, explaining the verbal abuse he received from his father Ben (Richard Portnow). Stern dreams of being on the radio after going to work with his father, a recording engineer, and grows up to be a quiet, socially awkward teenager. He then studies communications at Boston University, where he becomes a disc jockey at WTBU, the college radio station. He meets and becomes close to Alison (Mary McCormack), the girl of his dreams before graduating. It is 1977, and Howard works at WRNW in Briarcliff Manor, New York.
