In 1927, Roxie Hart sees star Velma Kelly perform ("All That Jazz") at a Chicago theater. Wanting stardom for herself, she begins an affair with Fred Casely, who claims to know the manager. After the show, Velma is arrested for killing her husband Charlie and sister Veronica, who were in bed together. A month later, Casely admits to Roxie that he has no showbiz connections and just wanted her body. Enraged, she shoots him dead. She convinces her husband Amos to take the blame, telling him she killed a burglar in self-defense. As Amos confesses to the detective, Roxie fantasizes that she is singing a song devoted to her husband ("Funny Honey"). However, when the detective brings up evidence that Roxie and Casely were having an affair, Amos recants; Roxie furiously admits what really happened and is arrested. Ambitious District Attorney Harrison announces he will seek the death penalty.

Professor Alfred Kinsey is being interviewed about his sexual history. Interspersed with the interview, are flashbacks from his childhood and young-adulthood. The young child years show his father, a lay minister, denouncing modern inventions as leading to sexual sin, then in early adolescence, humiliating him in a store by denouncing its keeper for showing him cigarettes, while his adolescence shows his experiences as a Boy Scout and a late teenage scene shows Kinsey disappointing his father by his chosen vocational intentions. It then shows adult Kinsey teaching at Indiana University as a professor of biology lecturing on gall wasps. Kinsey falls in love with a student in his class, whom he calls Mac, and marries her. Consummation of their marriage is difficult at first, because of a medical problem Mac has that is fixed easily with minor surgery, after which it is shown that she has an equally intense sexual appetite as her husband. Meanwhile, at the University, Professor Kinsey, who is affectionately called "Prok" by his graduate students, meets with students after hours to offer individual sexual advice. Later, in a fictional scene where his mother has just died and Alfred Jr. is back at his parents home with grieving friends and relatives, ex. his sister being too fat and thus unattractive to get a husband and his brother as a possible early boomerang generation man who moved back home after losing his business, Kinsey shocks his father by telling his "big secret": that he's doing a sex survey and want his father to contribute his own sexual history to it.

The story opens in the 1950s, after the Korean War; it has been more than a decade since James Whale, director of Frankenstein and Bride of Frankenstein, has retired. He lives with his long-time housemaid, Hanna, who loyally cares for him but disapproves of his homosexuality. Whale has suffered a series of strokes that have left him fragile and tormented by memories: growing up as a poor outcast, his tragic World War I service, and the filming of The Bride of Frankenstein. In 1840 New Hampshire, poor, downtrodden farmer Jabez Stone (James Craig) is broke, plagued by bad luck; with the local money-lender, Miser Stevens, about to foreclose on his farm, Jabez has reached the limit of his endurance. After a series of mishaps, he impulsively declares that he would sell his soul to the Devil for two cents, and moments later the Devil appears, calling himself "Mr. Scratch" (Walter Huston). He appears to offer Jabez a bargain - sell his soul, in return for seven years of good luck and prosperity. Scratch tempts Jabez by magically revealing a hoard of Hessian gold coins, which appears from under the barn floor and, unable to resist the lure of the gold, Jabez signs the contract. He begins his new life with hope, paying off his debts, buying new tools and supplies, and new clothes for his wife and mother. While the women are shopping, Jabez meets and becomes friends with famous New Hampshire Congressman and orator Daniel Webster (Edward Arnold), a friend of his wife's family, and a widely-loved figure who champions the cause of the poor farmers - although we learn that Webster himself is being tempted by Mr. Scratch to sell his soul, in return for fulfilling his ambition to become President.
