Tell Them Lucifer was Here tells the true story of the cold-blooded murders of Victorian Police Officers Gary Silk and Rodney Miller, who were gunned down in the line of duty in 1998, and the massive Police manhunt to catch their killers. The story centres on the investigation of the brutal murders under the direction of Detective Inspector Paul Sheridan and the Lorimer Taskforce. Tracking down the killers proved all but impossible, and it was only through outstanding detective work, dogged persistence, and sheer faith that the killers were brought to justice.

The film is about the residents of the small town of Pebbles Court who are the unknowing test subjects for a new variety of "Vimuville" dietary supplement pills that arrive for free in their mailboxes. The pills are designed to produce the ultimate healthy human, but have unexpected side effects including hallucinations and mutations. Despite the attempts made to warn the townsfolk from a previous test subject, who is now undergoing rapid cellular decay, he arrives too late, and crashes his car and is killed by tentacles growing out of his throat. The pills are consumed by the residents, and produce liquefying flesh, elongated tongues, exploding stomachs, exploding penises, imploding heads, monstrous births, tentacles growing out of the face, living mucus, sentient placentas, and other gruesome mutations. Ultimately more and more of the residents of the Pebbles Court mutate or die horrific deaths, until almost every character has been dispatched.

Whilst on their way to a rodeo festival Lucy (Angela Kennedy), Nick (Richard Morgan) and Bronco's (Brett Climo) car breaks down, leaving them stranded in a small town. The odd-ball locals send them to Sir Alfred's house on the top of hill where once inside things become even weirder. Sir Alfred's wife seems quite deranged, his daughter almost psychotic and his son is extremely eccentric. After becoming separated, Lucy, Nick and Bronco are taken on a surrealist journey through the mansion, which is still decorated with Christmas decorations. The scenes in the house are shot in blue-tones, characters are able to climb on walls, people are told to "follow the bouncing ball", doors suddenly vanish and there is a music-video style performance by a band at one point. The three friends must band together to find a way out of this haunted house and rid the town of this un-dead family once and for all.

In the near future, the economy has collapsed and massive crime waves sweep the inner cities. The manufacturing industry has shrunk to the point where cars are a commodity and parts are fought over between salvage companies and roving gangs. In an attempt to control the crime-wave, a chain of drive-in theatres are turned into concentration camps for the undesirable and unemployed youth. The dirty, graffiti-laden drive-ins are surrounded by high fences, and the roads leading to them are Security Roads ("S-Roads") that do not allow walking under any circumstances. Police collaborate with the owner to sabotage cars of unsuspecting visitors; however, some who know the true nature of the drive-ins come voluntarily for the shelter and food. Broken cars are continuously collected at these facilities. The prisoners are allowed easy access to a wide variety of drugs, alcohol, junk food, exploitation films, and new wave music. This, coupled with the awful conditions on the outside, engineers an atmosphere of complacency and hopelessness so the inmates will accept their fate and not attempt escape.
