Four friends are heading out for a bachelor party for their friend Doug, who is marrying a man named Tracey. They decide to have a quiet, subdued night in a casino motel on the outskirts of Las Vegas. They put their friend Zach in a straight jacket and cone to ensure he does not drug them and drink non-alcoholic beer. However, when they wake up the next morning they find they are in a strange room littered with party and sex toys and realize that Doug is, again, missing. A woman named "Effing" walks in and Zach recognizes her as a remake of Effie Trinket. When Ed attempts to leave and opens the door only to realize they are on a train, Zach realizes they are in the Hunger Games, or as Effing calls it the "Hungover Games", a fight to the death in an arena between various Hollywood districts. The three watch a video on Zach's phone and realized that Doug and the trio volunteered as tribute the previous night in their drunken state. The three realize they will have to fight in the games to find Doug and get him back to his wedding in time.

Holden Donovan and his love interest, Charlotte Pratt, are fed up with Principal Donna Weller, who goes to great lengths to stop the students from enjoying their right to free expression, such as suspending Monica Rose for wearing condoms on her outfit to promote safe sex during Spirit Week and suspending Lawrence Reitzer for kissing another guy in the hallway. Meanwhile, she’s running for State School Superintendent, which, if elected, will afford her the power to practice her brand of administration beyond Booker High School. Holden himself is suspended and ultimately expelled for speaking out publicly against Weller, to whom he says, "You’re nothing but a politician".

In October 1962, U-2 surveillance photos reveal that the Soviet Union is in the process of placing missiles carrying nuclear weapons in Cuba. President John F. Kennedy (Bruce Greenwood) and his advisers must come up with a plan of action to prevent their activation. Kennedy is determined to show that the United States will not allow a missile threat. The Joint Chiefs of Staff advise immediate U.S. military strikes against the missile sites followed by an invasion of Cuba. However, Kennedy is reluctant to attack and invade because it would very likely cause the Soviets to invade Berlin, which could lead to an all-out war. Citing The Guns of August, Kennedy sees an analogy to the events that started World War I, where the tactics of both sides commanders had not evolved since the previous war and were obsolete, only this time nuclear weapons are involved. War appears to be almost inevitable.
