Charles Barton (May 25, 1902 – December 5, 1981) was a film and vaudeville actor and film director. He won an Oscar for best assistant director in 1933. His first film as a director was the Zane Grey feature Wagon Wheels, starring Randolph Scott, in 1934.

The film opens up with a company of French Foreign Legionaries approaching a fort. From a distance it is perceived to be occupied, but upon closer inspection the bodies representing are found to be dead, only mounted for deception. However, a lone shot is fired from inside and two people investigate. One goes missing and the other finds a death note on one of the bodies admitting to the stealing of a valuable sapphire called the "Blue Water".

Jack Powell and David Armstrong are rivals in the same small American town, both vying for the attentions of pretty Sylvia Lewis. As summarized in a film publication, Aunt Abigail (Chapman) and her adopted daughter Sally (Eddy) are threatened with the loss of their home through foreclosure of a mortgage held by Solon Hammerhead (Mong). The only outlets available are either for Abigail to marry the old villain Salon or for Sally to marry his mean, scheming son Bruce (Housman). To prevent Aunt Abigail from losing her home, Sally is about to agree to marry the son, even though she loves the hired hand Joel (Butler). She has only a few days to decide before the mortgage falls due. That night former jockey Tim Vail breaks into the home looking for food, and sweet Aunt Abigail gives him a job on the farm. Tim discovers that Abigail's horse "Cold Molasses" is a born racer, and Tim and Joel get permission to train the horse for the big $3000 race at the County Fair, which takes place the day the mortgage comes due. The Hammerheads, discovering that the horse would likely beat their entry, attempt to keep her out of the race by setting fire to the barn, but Tim rescues the horse. The big race starts with Cold Molasses in the lead. At the last second the Hammerhead horse passes her and it looks like the house will be gone, but then the Hammerhead entry is disqualified for foul play. The winnings pay off the mortgage, Joel and Sally are happy, and even Aunt Abigail finds a suitor.

Overhearing stern Uncle Daniel describe him as a "millstone", hurt and insulted, Toby Tyler runs away from his foster home to join the circus. There he soon befriends Mr. Stubbs, the frisky chimpanzee. However, the circus isn't all fun and games. Harry Tupper, the evil candy vendor, convinces Toby that his Aunt Olive and Uncle Daniel don't love him or want him back. Devastated, Toby resigns himself to circus life, even scoring himself a much bigger role. When he discovers, with the help of Mr. Stubbs, that Harry lied to him about Aunt Olive and Uncle Daniel, who truly do love him, he departs the circus for home. On the way, Toby finds that Mr. Stubbs has followed him, and decides to take the chimp home with him, for safe keeping. Soon after though, Mr. Stubbs gets chased by a hunter's dog. The hunter, Jim Weaver, accidentally shoots Mr. Stubbs just as Harry arrives to haul Toby back to the circus.

Lou Henry (Lou Costello) is the owner of Kiddyland, an amusement park, and Bud Flick (Bud Abbott) is his friend and partner. Together they share a home with two orphan children, Duffer (Rusty Hamer) and Shelly (Gigi Perreau). Welfare worker Miss Mayberry (Mary Wickes) does not think that their home is a suitable environment for the children and attempts to remove them. One of the reasons is that Bud is a gambler and owes $10,000 to Big Frank (Ted de Corsia), who offers to forget the debt if Bud agrees to help launder $200,000 that Big Frank took from a Chicago bank. Bud agrees to meet Big Frank's man, Mushie (Richard Reeves), at Kiddyland to pick up the money and a plane ticket. Lou, however, informs District Attorney Proctor (Robert Shayne) of the plan and he shows up at Kiddyland during Bud and Mushie's meeting. Mushie sees the DA and hides the money just before he murders Proctor and frames Lou for it. Miss Mayberry uses Lou's arrest as a reason to take the children from his home.

Diana Emerson (Hillary Brooke) is in the book department of Klopper's Department store looking for a copy of the book Dark Safari, written by the famed explorer Cuddleford. Buzz Johnson (Bud Abbott) overhears Diana saying that she will pay $2,500 for a map that is inside that book. He devises a plan to pass off his friend Stanley Livington (Lou Costello) as a great explorer who accompanied Cuddleford on the expedition described in the book. With claims that he can reproduce the map, the two men go to Diana's home that very night. They agree to accompany her on an African expedition, and when Buzz overhears that Clyde Beatty has been offered $20,000 to lead the expedition, he feels that the map is worth considerably more than $2,500.

Lawrence Talbot (Lon Chaney, Jr.) is making an urgent call from London to a Florida railway station where Chick Young (Bud Abbott) and Wilbur Grey (Lou Costello) work as baggage clerks. Wilbur answers the phone and Talbot tries to impart to him the danger of a shipment due to arrive for the "McDougal House Of Horrors" (a local wax museum) which purportedly contains the actual bodies of Count Dracula (Béla Lugosi) and the Frankenstein Monster (Glenn Strange). However, before he is able to warn Wilbur, a full moon rises and Talbot transforms into a werewolf, who proceeds to destroy his apartment while Wilbur is on the line. Wilbur, thinking the call is just a prank, hangs up and continues on with his work day. Immediately thereafter, the actual Mr. McDougal (Frank Ferguson) shows up to claim the shipments and, fearing them damaged when Wilbur and Chick mishandle them, demands that the crates be delivered in person so his insurance agent can inspect them.
