Five years after they left, the Antareans return to Earth to rescue the cocoons that were left behind. Before they can be retrieved, one of the cocoons is discovered by a science research team and taken to a secure laboratory for testing. About 10,000 years ago, peaceful aliens from the planet Antarea set up an outpost on the planet Earth, on an island later known to mankind as Atlantis. When Atlantis sank, twenty aliens were left behind, kept alive in large rock-like cocoons at the bottom of the Atlantic Ocean. Now a group of Antareans have returned to Earth to collect them. Disguising themselves as humans, they rent a house with a swimming pool, and charge the water with "life force" to give the cocooned Antareans energy to survive the trip home. They charter a boat from a local captain named Jack (Steve Guttenberg) who helps them retrieve the cocoons. Jack likes Kitty (Tahnee Welch), a beautiful woman from the team who chartered his boat. When he spies on her while she undresses in her cabin, Jack is shocked when he discovers she is an alien. After the aliens reveal themselves to him and explain what's going on, he decides to help them.

At the start of the story, the death of Associate Justice Stanley Moorehead has created a vacancy on the United States Supreme Court. The new appointee turns out to be Ruth Loomis, a staunch conservative, who is confirmed as the first female US Supreme Court Justice. A gang of thieves plan a daring bank robbery, making their escape across the rooftops of Los Angeles. The police are quickly called in, however, and only one of the robbers, Murdock, makes a clean getaway. In 1890, all of New York City is excited because widowed, brassy Dolly Levi is in town ("Call On Dolly"). Dolly makes a living through matchmaking and numerous sidelines ("Just Leave Everything to Me"). She is currently seeking a wife for grumpy Horace Vandergelder, the well-known "half-a-millionaire", but it becomes clear that Dolly intends to marry Horace herself. Dolly travels to Yonkers, New York to visit Horace. Ambrose Kemper, a young artist, wants to marry Horace's weepy niece, Ermengarde, but Horace opposes this because Ambrose's vocation does not guarantee a steady living. Horace, who is the owner of Vandergelder's Hay and Feed, explains to his two clerks, Cornelius Hackl and Barnaby Tucker, that he is going to get married because "It Takes a Woman" to cheerfully do all the household chores. He plans to travel to New York City to propose to Irene Molloy, who owns a hat shop there. Dolly arrives in Yonkers and sends Horace ahead to the city. Before leaving he tells Cornelius and Barnaby to mind the store.
